Introduction

Besides the fact that Kartesia poses minimal threat to the United States security, it can manufacture dangerous weaponry high. This paper discusses the anticipated move by the United States Intelligence team to curb the possible menace expected from Kartesia.
The National Intelligence Priorities Framework (NIPF)
The National Intelligence Priorities Framework serves as the guidance used by the Director of National Intelligence towards matters concerning the Intelligence Community, sanctioned by the president (Clark, 2010). The NIPF monitors the prioritization process of operations, coordination, and programming of Intelligence examination and collection. Besides, the national intelligence updates the NIPF semi-annually according to IC elements. The FBI works with other IC personnel in assisting the Director of National Intelligence in instituting intelligence concerns in the NIPF. It is an obligation for the FBI to gather the requirements of the NIPF and assimilates efforts together with the director of National Intelligence. The NIPF comprises of intelligent topics revised by the Principal Committee and ratified by the president (Clark, 2010). The NIPF also contains a process used to allocate priorities to countries essential to the accepted intelligence concerns.
Utilization of NIPF by Counterintelligence Personnel
Clark (2010) indicates that the Counterintelligence experts utilize the NIPF in some areas about national intelligence and security. The Counterintelligence personnel use the NIPF to institute and disestablish the intelligence priorities. The priorities help the managers to define the order in which to address the intelligence requirements and the extent of intelligence resource requirements. Besides, the counterintelligence experts employ the NIPF in managing the intelligence priorities. Nevertheless, the NIPF reveals the priorities of the customers applicable for intelligence maintenance. The Director of National Intelligence utilizes the NIPF in the provision of assortment and analytical assets. The NIPF lists the policies and responsibilities for the National Intelligence. The Counterintelligence experts use the NIPF to show consideration for the interests and risks entailed during a possible publicity of intelligence priorities. Furthermore, The NIPF informs various aspects of national intelligence such as planning, programming, and budgeting. The DNI commends the policies and procedures employed in providing national intelligence (Clark, 2010).
Utilization of the Steps of Intelligence Cycle
The intelligence cycle helps in developing data into intelligence for use by the policymakers. According to the FBI website, the intelligence cycle comprises of six steps, which include requirements gathering, planning and direction, collection, processing and gathering, analysis and production, and dissemination. The requirements stage involves identification of the necessities for safeguarding the nation. The director of national intelligence plays the role of identifying the requirements based on the advice of the president, the country, and security advisors (Clark, 2010). The planning and direction phase involves the management of the efforts employed by the intelligence personnel in the identification of the information need and delivery of intelligence products.
The planning and guidance stage involves the implementation of strategies to fulfill requirements imposed by the FBI. The collection phase comprises of the congregation of raw facts and information in agreement with the intelligence requirements. According to FBI (2016), the collection stage involves activities such as interviewing, technological, and physical surveillances, human search procedure, and liaison interactions. The processing and exploitation stage comprises of the conversion of information gathered into a form efficient for use by analysts. The conversion takes place through decryption, language transformations, and data lessening. The analysis and production phase involve the conversion of raw facts into intelligence through integration, evaluation, and analysis of data and organizing intelligence products. The dissemination phase involves the distribution of complete intelligence to the needy customers who have unsatisfied intelligence requirements (FBI, 2016).
Using the Counterintelligence to Fight the Possible Danger from Kartesia
Kartesia poses a massive threat to the United States in several ways. Firstly, Kartesia boasts of a refined and powerful intelligence tools despite its poor traditional warfare tactics. Secondly, Kartesia supports countries antagonistic to the United States through issuing financial sustenance to these hostile countries. Firstly, the Counterintelligence Division should use collective counterintelligence to understand and confound the threats that outweigh the ability of the United States such as the powerful tools (Kreuter, 2015). Secondly, the Counterintelligence Division should employ defensive counterintelligence to ruin the efforts of the hostile Kartesians. Defensive counterintelligence involves disseminating threats and intelligence information on organizations and locations of CI interest. Besides, Kreuter (2015) argues that the Counterintelligence Division should utilize offensive counterintelligence to manipulate the attacks employed by the hostile Kartesian country. Counterintelligence involves recruiting agents and developing channels for counter attacks.

National Intelligence is relevant to all countries to foster security against all sorts of threats to the citizens. The National Intelligence Priorities network serves as a guideline for the director of national intelligence to establish and manage intelligence priorities. Therefore, the NIPF serves as a valuable tool for the Counterintelligence experts. The intelligence cycle helps transform raw information into intelligence. The United States should employ the counterintelligence to fight all threats and danger from Kartesia.
