The term domestic policy refers to the branch of the public policy entail the government programs, laws as well as administration decisions which are directly related to activities and issues within the borders of a nation. Domestic policy deals with aspects like poverty, protection of the environment, enforcement of laws as well as management of labor relations. The decisions in the domestic policy reflect the experience. This also shows the social and economic conditions, priorities and needs of the people as well as aspects relating to the nature of government.
The domestic policy in the modern era is highly fragmented due to the various sectors involved in policy making. The domestic policy has faced various challenges in insurance of health care and prescription on coverage of drugs, AIDS and Stem cell research and development. The goals and objectives of each state vary thereby leading to conflicts in relation to formulation of policies. The levels of development in different regions of the country also differ thereby calling for formulation which suits each region. This therefore leads to fragmentation of domestic policies making it difficult for the president to control them individually.
The institutions dealing with fragmentation of domestic policies includes the labor unions, Ministries as well as the local authorities in the country. The domestic policies are delegated to various states and counties in most countries. These policies are also formulated and implemented by the local authorities in the country the presidents.
The domestic policies are also highly fragmented due to the fact that it will be difficult for the central government to deal with all the domestic policies in all states or local authorities of the country. It is therefore the role of the president to delegate the duty of implementing the domestic policies in order to reduce the workload as well as facilitating efficiency (Genovese, 2012p.16). The coordination of domestic policy is also difficult due to many sectors relating to such policies in the country and the different needs in various parts of the country.
The president approaches the issue of fragmentation of domestic policy with the use of various agencies that will help in formulation and implementation of policies and regulations .The policies relating to health sector are dealt with by the government agencies under the ministry of Health at various levels government. The agencies dealing with environmental policies have also been initiated by the presidential administration in order to facilitate implementation of the environmental laws in the country.
The presidential administration have also approached the issue of policies fragmentation by the use of commissions which are initiated to prepare reports relating to specific problems and formulating policies which helps in solving such problems. The commissions are often for a specified period in solving specific problems.
The presidential administration in various countries has also used the local authorities through administration of bylaws in order to carry out various activities of the government at the local counties and states. This will help the government to make control of activities by breaking the workload and bulk (Pika, 2013p.23).
The presidential administration also tackles the issue of policy fragmentation through implementation f various security agencies in different regions making it easier to coordinate the security issues in various parts of the country. This is done by distribution of security facilities to different parts of the country.
