Respected Sir/Madam,
One of the main directions of the United Nations activities and one of the most important issues of our time is climate change and global warming. The purpose of this letter is to highlight and focus yours and public attention to the importance of this problem and the need for immediate actions in its solution. The Governments of all countries of the world, especially the countries that are members of the United Nations should not wait for the next UN services report on Climate and must take immediate steps to prevent the irreversible effects of global climate change, specifically in the implementation of the strategies and action plans in all of the countries in the world and on the same level of progress.
It is important to understand what exactly global warming is and comprehend all the negative influence that this problem brings. Global warming is the gradual increase in the average temperature of Earth's atmosphere and ocean. According to the researches of scientists, climate fluctuations have previously occurred constantly. There were periods of the cooling, then warming (“Climate Change and Global Warming Introduction”). Some hesitation lasted decades, others - centuries. However, a feature of our time is the speed of climate change, specifically, climate warming as it is a record for the last 25 years. In recent years this problem has brought the attention of many international meetings, it is being discussed in schools and universities, spread all over the world by media, and all this is because it is irreversible and threats the safety of living of almost all the people on earth. And the responsibility for prevention of this problem lies not only on the shoulders of each person but also highly depends on the policies of all the countries(“Climate Change and Global Warming Introduction”).
Regarding the likely scenarios of global warming, the researchers examined about 40 types of them. The most likely cause of global climate change is the greenhouse effect which is a phenomenon in the Earth's atmosphere, in which the energy of sunlight is reflected from the Earth's surface, but it can not return to space since is delayed by the molecules of different gasses. These gasses are called greenhouse gasses, which include water vapor, carbon dioxide, methane, nitrogen oxides and others. Due to the natural greenhouse effect Earth's surface is kept at a normal temperature that is suitable for life. It is possible that warming has partially natural character; however, due to the speed of the process, we can not ignore the role of anthropogenic (human) factors (“Climate Change and Global Warming Introduction”). People by their activities reinforce the greenhouse effect by increasing of greenhouse gasses emissions. The main sources that issue these problems are industry and transport, highly tilled soil, etc. Among the greenhouse gasses the greatest influence carries carbon dioxide. It is released into the atmosphere by burning coal, oil, gas. For example, the agricultural practices cause approximately 14% of global greenhouse gasses emissions. These sources include fertilizers, livestock, manure, savanna burning, the burning of agricultural waste, plowing, etc (“Climate Change and Global Warming Introduction”).
The American research organization Center for Global Development has created a map, which is available online, and is reflecting the projected impacts of climate change in all countries of the world. In four parameters, which are cataclysms, a rise of the sea levels, the reduction of productivity in agriculture and overall risk, a rating of the countries is defined. In terms of direct vulnerability to extreme weather 1-3 places are occupied by China, India, and Bangladesh, respectively (“Climate Change”). The rise of the ocean level will directly affect Djibouti, Greenland, and Monaco. The loss of productive lands will affect the whole Africa, the Middle East, India and Latin America. For these parameters, the worst impact would be felt by populous areas of China, India, and South Africa. If we consider the overall risk factors Somalia, Burundi and Myanmar will be the most affected, though Sweden, Norway, and Finland will be the least affected (“Climate Change”).
It should be noted that the United Nations and other International ecological organizations make a major contribution to climate change issue solving. Currently, there is a huge number of programs in this direction and a number of international conventions in this field are adopted, such as Declaration of the United Nations Conference on the Human Environment., in 1972, The World Conservation Strategy, 1980 .; "Rio Declaration", 1992 and others (“UN Framework Convention on Climate Change”).
In order to succeed in dealing with this problem each member state at the state level should take the following steps: start testing (examination) the impact of public and private factories, plants, and other facilities on the environment at the earliest possible stage; avoid activities related to the excessive exploitation of natural resources and ecological balance; establish state standards, environmental policies, programs, concepts, plans, etc., and harmonize them with generally accepted international standards; implement, where possible, the principle of "polluter pays"; at the governmental level all the activities that have adverse transboundary environmental impact have to be prevented; take all the necessary steps to clarify the environmental policy to the public, engage in such activity the relevant international organizations to assist them in those activities; widely engage the public in activities aimed at protecting and preserving the environment, mainly through environmental education, enlightenment and promotion; and many others (“UN Framework Convention on Climate Change”). Moreover, Environmental education should not be too generalized, and has to be focused on three main social groups (including their features): authorities, whose duty is not only enforcement and environmental control, but also information and education of the population; powerful consumers of natural resources and waste producers, the behavior of which depends largely on the ecological environment; the general public in various roles: as voters, producers of waste and pollutants, consumers of goods and services. Such policies should be implemented at all levels of civilization and it has to be our main and common goal. The question that urgently needs to be settled is the development and implementation of these actions in each of the countries; encouragement of the countries to help each other in this respect; the environmental protection has to be been settled on one and the highest level all over the world (“UN Framework Convention on Climate Change”).
Accordingly, the countries-members of the UN and the international community generally have to act in this area immediately. Of course, very much has been already done, but this is clearly not enough. Unfortunately, the necessary amount of attention is sometimes not given to this problem. If we will continue to ignore it, the situation could deteriorate further, leading to increasing in temperature, speeding up the melting of glaciers, flooding of the large areas, reducing of the soil fertility, the increase of a number of diseases and many others. The actions in this field are definitely much cheaper than ignorance. The proper research was made by Anup Shah, and he stated that the cost of damages by this issue would be much less if we start to action now (“Action on climate change is cheaper than inaction”). Therefore, with this letter I call for immediate actions from this organization, as I consider you to be the one that can do the necessary changes. As you may see, the awareness of the population of the issue grows, but it is not enough. I encourage you to analyze this letter and the researchers of different scholars in this field and take all the necessary actions by all means. The problem of Climate Change and the Global warming is extremely serious and has to be solved by common efforts!
