Working in any healthcare organization and knowing how the agendas and legislation of the healthcare organization are vital for any personnel, especially you as the CEO of the healthcare organization. Having the knowledge of how the legislative process is undertaken is important as well as having an impact on the entire legislative process. For you to be able to have a more practical and active role in the shaping of the policy, you need to know the relationship that exists between the legislation and agenda setting in the healthcare organization as well as various ways you can influence the policy development in the healthcare organization.
When it comes to identifying the relationship that exists between the legislation and agenda setting in the healthcare organization, it is important to know how the formulation of policies constitutes. The formulation of healthcare policies constitutes two sequential and distinct parts, which are the agenda setting and the development of the policies. The formulation of healthcare policies process results in the creation of policies or policies that amend existing laws. This is initiated by interacting with healthcare issues, various solutions, and the political circumstance that relates to the issues and possible solutions. In an instance where there are numerous issues relating to health, there are numerous possible solutions as well that the policymakers are aware of. Deciding on a specific solution to be implemented becomes an issue as each solution has its detractors as well as supporters. Agenda setting becomes an important step in this process as it describes the process that the healthcare issue will progress to the latter stage.
Once the issue is selected and addressed by the use of public policy, the possible solutions, political influence they carry, and potential solutions all proceed to the next stage which is the development of the legislations. In the legislation development stage, the policymakers suggest specific legislation for the healthcare issue. The legislations are discussed and either new laws are formed to solve the healthcare issue, or the current laws are amended with the purpose of solving the identified healthcare issue. This is an important stage in the legislation development process (Health Administration Press, 2010). In most cases, very few numbers of healthcare issues are discussed through the use of public policy and require an agenda setting to solve them and decide on a law for them. Most of these issues avoid ending up in the legislation development phase as it is long and tiring, and sometimes unnecessary.
On the part of influencing and implementing policy development in the healthcare organization, there are various ways that it can be effectively achieved by you as the CEO of the healthcare organization. One way of doing this would be stating why a specific policy needs modification or developed. This is an important way of influencing the development of the policy as you will have the required information and reasons as to why the policy needs modification or to be developed. This is an important stage in the influencing and implementing policy development process (Influencing policy, n.d.). By having the required information, it will lead to the proper development of the policy and by having specific guidelines for the policy; it will serve the specific issues it needs to solve.
Another way of doing this would be studying the healthcare problem or issue that a specific policy change can solve the issue. This is an important way of influencing the development of the policy as you will have a deeper understanding of all the myths, facts, and values that are related to the healthcare issue. By doing enough studying of the issue, you will be able to have knowledge of any prior results from any undertaken research done on the problem, understand how similar healthcare has been handled in the past by policy decisions implemented in other organizations, and discover what the affected people by the problem perceive to be the best solution for the problem. This will enable you to have a more knowledge when influencing the development of policy. It will also enable you to have complete focus on the outcome of the solved issue ("11. Another way of doing this would be studying the healthcare problem or issue and the specific people it affects, it will enable you to identify and indicate the specific context and type of policies that will be developed or modified. This is an important way of influencing the development of the policy as you will be able to know which ordinances and public laws, regulatory policies, executive orders, business policies, by-laws and organizational rules that require being modifying or creating a fresh solving a specific healthcare issue.
Another way of doing this would be by stating what various groups will take part in the various policy development stages and state the goals that need to be achieved so that the policy can be effective. This is an important way of influencing the development of the policy as you will be able to identify the issues that need to be solved and assigning specific personnel to ensure that they have completed their role in the policy development. This will give the power to influence the policies that you feel they work best in solving the issue ("11. Influencing Policy Development | Community Tool Box," n.d.). You will also be in a position to ensure that effective implementation process has been done on the policies that have to be adopted to solve the healthcare issues at hand.
