Public Policy Trends (Head Start Program)
The head start program is a trend that was established by the federal government that is run at the state level to ensure that young children get the basic provisions, in the right way and in the required. This is a program that specifically targets low income families for their children for them to get the comprehensive care similar to the one accessed by other capable families. It is necessary for policies to be formulated and reviewed from time to time for the smooth running of the program. Therefore, this paper will examine the interactions between the executive and legislative functions in the head start program.
The administrative office is in charge of several laid down functions which include planning, budgeting, research and evaluation in the day to day running of the program (Acf.hhs.gov, 2016). Among these functions are the setting up of various offices, hiring staff and allocating them specific duties. All these are done in adherence with the formulated rules from the head start strategy in an effort to empower the disadvantaged. The legislative office establishes and reviews policies that will guide the executive office in the implementation of the program. According to Caheadstart.org (2016) the office will set the age limit that can be accepted into the program and the legibility criteria that has to be met by any family for it to be considered into the program. In addition, this office sets up the conditions that need to be met by any given centre for it to be licensed in running the program. The executive encounters challenges in the running of these programs at times and therefore they have to keep clear records which will be analyzed by the legislation to come up with better policies for the same. There are even instances where the executive seeks intervention from the legislature when some situations arise that require urgent attention where the office is tied due to the rules in place.
