The redistribution of power at the global level, an abrupt increase of the role of the Asia-Pacific region, the violent events in Syria and Ukraine, migration crisis induce the world to review and attempt to "modernize" certain fundamental provisions of their global and regional policy.
US defense doctrine showed a rethinking of the role of the country's newest security environment, given the fundamental changes that have occurred in the world during the first decade of the XXI century.
On the 5th of January, 2012, President Obama announced a new US defense strategy and has published "guidelines" for her. The document entitled "In support of US global leadership: the defense priorities for the twenty-first century.» ( «Sustaining U.S. Global Leadership: Priorities for a 21st Century Defense») and outlines the key provisions of the new defense strategy, the main principles of US forces by the year 2020.
Certainly the United States is the most powerful nation in the world, which has unique advantages in technology, energy, in questions of alliances and partnerships, as well as in the field of demography.
The purpose of the US armed forces - the protection of our nation and achieving victories in our wars.
But the characteristic feature of today's strategic environment is its complexity and rapid change, driven by the globalization, the spread of technology and demographic shifts.
Key factors are globalization, the spread of technology, demographic shifts.
Globalization affects almost all aspects of human activity. People, products, and information across borders with unprecedented speed and in huge quantities acting as a catalyst for economic development, while at the same time increasing the tension in the society, the fight for resources and political instability.
Central to globalization is the spread of new technologies to develop the global information environment and giving people the opportunity to see more, create more, exchange of information and knowledge in a larger way, and to organize much faster than ever before. Individuals and organizations today have access to more information than the entire state had ever before. They can rapidly integrate and perform some action based on that information, which sometimes leads to violent change. Meanwhile, the government also used the exchange of information for the development of own advanced capabilities. As regards the spread of technology military systems, it defies the benefits that have been for a long time in the United States in areas such as, for example, early warning and precision strikes.
These changes are amplified by demographic shifts. Millions of people around the world are moving from the countryside to the cities in search of work, and there they are facing cultural differences, alienation, and diseases. They cross borders and seas in a bigger masses, going to great risks and increasing the burden on host countries.
Despite these changes, the majority of countries led by the US, its allies and partners support today recognized institutions and processes aimed at preventing conflicts, respect for the sovereignty and human rights.
However, some states are trying to audit the key aspects of the international order and act in a manner that poses a threat to our national security interests. It refers to such countries as Russia, Iran, North Korea and China.
During his speech to the Committee on the armed forces of the US Congress Chief of the NATO forces in Europe, General Philip Breedlove said that Russia wants to become the enemy of the West and represents an existential threat to the United States and its allies. The Kremlin today, wants to rewrite the agreed rules of the international order and to undermine peace in Europe. Russia has chosen the path on which she has decided to become the enemy, and is a long-term existential threat to the United States and our European allies and partners.
The collapse of the Soviet Union, which Moscow regarded as "lost territory", now called "the greatest tragedy of the twentieth century." Therefore, the war against Russia in Ukraine should be understood as an attempt to regain control of the "lost".
And the destructive actions of Russia can become a barrier to the implementation of the Geneva and Munich agreements. Then, the flow of refugees to Europe could further worsen.
In general it looks like Russia wants to impose the war in Syria and the Ukraine at the same time
Along with the challenges from states, we face combat extremist organizations (CEO), which is headed by "Al Qaeda" and "Islamic State of Iraq and the Levant" (ISIL). These organizations tend to weaken the trans-regional security, particularly in the Middle East and North Africa. These groups actively involved in the radicalization of the population, the spread of violence and terror, imposing their own ideas on the organization of society.
In Afghanistan, the United States and our NATO partners have joined forces with the government of national unity to ensure safety in the framework of the operation "strong support", working on the creation of long-term counter-terrorism partnership. Similarly, in Syria and Iraq, a vast coalition of more than 60 countries assisted in providing security, training, airlift, as well as provides support for impact in the fight against ISIS.
Thus, President Obama entrusted to strengthen the fight against the terrorist group "Islamic state". Pentagon in 2017 fiscal year is planning to increase spending to fight the "Islamic state" to 7 billion dollars, compared to the previous year it is more at the rate of 35%.
In addition, there are plans to increase spending to ensure military superiority over China and Russia, and to reassure allies in Europe, due to the aggression of Russia against Ukraine and increased spending on a few key priorities - increasing cyber security, electronic warfare and increase safety for major US satellites.
And certainly, questions of Defense and National Security are playing decisive importance for the future US president.
