The CMS is a government agency within the US DHHS that finances and oversees the Medicare program. It also collaborates with state governments to administer Medicaid and CHIP services. In addition to these primary programs, CMS also manages various quality standard in clinical care, HIPAA (1996), as well as certifies and surveys on the quality of standards in critical care facilities. The following discussion compares and contrasts Medicare, Medicaid, and CHIP as CMS’s Pioneer services.
Medicare is an adult-focused health insurance service program designed for individuals above 65 years of age. However, it also takes care of the needs of those under 65 years but with predetermined disabilities. That is, it takes care of the health needs of individuals over 65 years and everyone suffering from End-Stage Renal Disease (ESRD). The service phase has two basic plans including Part A and Part B insurance coverage. Unlike Part A, Part B relies on monthly premiums and covers additional medical services, including prescription drugs (CMS, 2016).
Like Medicare, Medicaid is a federal-sponsored healthcare program. However, unlike Medicare, Medicaid cares for the needs of individuals from low-income backgrounds. It focuses on individuals whose resources are too inadequate to pay for quality healthcare. Therefore, it serves as the largest source of finance for Americans from low-income areas. Eligible candidates include U.S citizens, low inform adults and the disabled (Medicaid, 2016).
Finally, CHIP offers health coverage to children through splinter CHIP programs and Medicaid. The service following the federal requirements in its state-wise administration. Unlike Medicare and Medicaid, CHIP receives funding from both the state and the federal government. The expanded program offers Medicaid packages including dental, mental, and EPSDT services (Medicaid, 2016).
