He commences the article by giving an overview of the population distribution in the nation. He mentions that women amount to nearly fifty percent of the national population (Sivakumar 4). The mention of this statistics forms a basis for his primary argument. This paper evaluates the author’s rationale in the presentation of this analysis. It appraises the message behind this study, the rhetorical appeals used and the significance of the methods used in conveying the overall argument.

Through this claim, one would expect the distribution of resources to be in accordance with the population distribution. However, this is not the case as he later reveals in the body of the paper.
