I.T Business in Russia
Information technology can be generally defined as a set of tools or systems used in sending, storing, and retrieving data. Information technology system is greatly considered as the key driver of the productivity growth in Russia that allows the transformation of business applications and processes, which improves the effectiveness of nation’s business organizations. However, there are several factors that hinder the development of information technology structures in Russia that come under the influence of the government, nature as well as the individual I.T experts. Hence, this paper will address the various factors that make it hard for the development of Russian information technology structures and the possible solutions to the problems.
The problematic factors that hinder the development of the information technology structures in Russia include; the availability of inadequate technological infrastructure and the poor environmental regulatory. Russian information technology system faces a major problem in the availability of the technological infrastructure, in which the available infrastructures are not enough to allow further development of I.T structures. Also, luck of enough connectivity infrastructures in technology brings up more restrictions and delays on the technological potential of operating and driving quick Russian productivity growth (Bailey, 2013).
Additionally, luck of appropriate and advanced information technological skills in the available Russian I.T structures. Therefore, when an existing information technological structures are beings operated with view experts with no advanced knowledge on the I.T system, thus, it becomes very difficult to expand the entire Russian information technological structure. In addition to that, luck of advanced I.T experts in Russia makes it difficult for the young generation with high capability of bringing change to its entire I.T structure loose morale as they luck the role models to admire in the field of information technological system.
Further, the Russian government has not been able to fully leverage the online public services, which includes the procurement to promote the adoption and application of I.T systems by its big companies. Hence, the Russian government itself has shown luck of support and interest in the development of its I.T structures. For example, the government has very tight rules and regulations that govern the importation of various advanced I.T machines that could bring significant competition to the information technology innovations. Thus, with the great competition in the field many personnel will develop more interest in the innovation of new technological devices, which will boost the full developmental structure of the information technology. However, the strict rules and high taxation on the importation of these technological devices have deeply made it had to create further development in the Russian information technological structures.
Inclusion, the Russian economy heavily relies on the energy sector for its both internal and external economical growth and productivity, which it consider having an extreme close correlation between the GDP of the country and the oil prices. Therefore, the Russian government tends to ignore the I.T sector, with high luck of interest to boost the structuring of the new technological field that can further its business connectivity. Thus, the new I.T field uplifts its entire economic growth, but this has not happened for a long time that only enhances the depreciations in the available information technological structure. Hence, total reliance of the Russian government on the energy sector becomes a major factor that lowers the development of the I.T structures.
Also, the strong weakness of Russian government apparatus that is deeply rooted to the attribution of its high level of corruption becomes another factor that prevents the development of its information technological structure. Russia as a nation is widely characterized by higher corruption level in comparison to other countries of its same developmental level. Moreover, the international transparency department greatly argued that the corruption issue has engrained the Russian wealth distribution and creation system.
Therefore, most of the leaders in the government are highly corrupt that they only think of themselves but not the entire development of the country. Hence, I.T sector being an investment area that greatly requires full government support; it is directly affected by the high level of corruption that exists in the Russian government. Thus, the existence of corruption in the Russian government strongly prevents the allocation of funds for the development of its information technological structure.
In addition to the above argument Russia as a nation has lacked the stability in the level of the information technological independence. The information technology of Russia highly depends on the new innovations in I.T devices from other countries, in which they don’t take it as a challenge to bring up their competition level. Instead the Russian I.T experts give their support to the foreign technological discoveries that have more negative impacts on the development of the information technological structure of whole Russian nation. Thus, lack of the technological independency in the innovation of the new devices has greatly made the Russian government to be poorly in the uplifting of its information technological structures.
The Solutions
However, regarding the problems hindering the development of the of the information technological structure in Russia discussed above, the Russian government needs to come up with a very comprehensive solution to address entire problem. For example, the government of Russia needs to do away with the existing obstacles such as the restricted government’s rules and regulations that impede the overall improvement of the innovation and adoption performance of the information technological sector.
Hence, the improvement of the I.T infrastructure by the government will enhance a greater competition in the field of information technological development. Thus, the improved technological infrastructure and free rules and regulations on the innovation of I.T devices will boost the structural development of the I.T system in Russia.
Also, the Russian government should come up with proper strategies of putting up more I.T fields, such as schools with well advanced technology devices and qualified and trained teachers to improve the understanding level of development of the information technology sector as a whole. Therefore, when many young Russian generations come up with greater motives to adventure in the field of information technology, better and newer discoveries in the I.T devices will properly grow up. Thus, this will highly improve the total development of the Russian I. T structural system.
Inclusion, Russia should tend to balance the areas in which its economic growth stabilizes, for example it should not only over rely on the energy sector as its only way of improving its economic growth. But, it should also come up with proper strategic ways to develop its information technological sector that will highly boost its economic growth and productivity. Also, when there is stable balance in the government ways of action, its actions on the way it allocates and distributes its financial funds will improve. Thus, there will be more available funds to cover and develop the information technological structure.
Additionally, the government of Russia should fully leverage the online public services, which includes the procurement to promote the adoption and application of I.T systems by its big companies. Therefore, the online public services will further the enhancement of its economic productivity, in which most investors will gain more interest putting up various businesses that might in the I.T business. Also, many businesses requires high connectivity that can only be done through online public service, thus for any business to grow and be profitable, it goes hand in hand with the I.T development. Hence, the fully leveraged online public service by the Russian government will greatly boost the development of its I.T structure (Westrup, 2012).
Lastly, the Russian government needs to eliminate or reduce its high level of corruption that prevents it from allocating adequate funds to its main economy stabilizers like the business of the information technology sector. Therefore, when I.T sector receives enough funds it will be in a better position to purchase quality and adequate equipments that are needed in the development of its new information technological structures.
Thus, it is appropriate for the Russian government leaders to take in consideration the need of the economic growth leaving out their personal interest to better all the sectors that can bring good to the economy productivity such as I.T sector. Thus, in the entire Russian nation there have been several factors that have greatly hindered the development of I.T structures.
