Abstract
The healthcare providers are focused to enhance the healthcare status in the country by means of remaining responsive towards the healthcare need of the nation. The public healthcare organizations address the healthcare need the residents at the national level by offering the effective healthcare services. The current paper has conducted the situational analysis by means of conducting PESTEL and SWOT analysis to assess the external and internal environment and it has been observed that Hamad Medical Corporation has the potential and resource to extend its healthcare services to address the wellbeing of the nation in a broader perspective. Qatar is considered as the wealthiest nation with a large number of foreign workers and has a financial capability to meet the healthcare need of the nation by means of extending its healthcare services and developing its infrastructure. However, the focus of healthcare associations in Qatar has been to screening the expatriates from the transmittable illnesses and providing general healthcare services to the residents. The healthcare associations in Qatar have significantly controlled the prevalence of communicable diseases, however, the increasing rate of non-communicable diseases is threatening and is found to be increasing the morbidity rate among the population. It is evident that obesity and diabetes mellitus are increasing significantly in the country due to inadequate eating habits and sedentary lifestyle. In this instance, Hamad Medical Corporation is suggested to incorporate the screening of the overall population for the diabetes mellitus provide them with the adequate educational and treatment interventions to address the at-risk prevalence of diabetes mellitus in the country. The strategic direction addressing the wellbeing of the community by means of educating them and screening them for the potential disease can help in enhancing their quality of life and can reduce the morbidity rate in an effective manner. Therefore, it can help Hamad Medical Corporation to address the healthcare need of the nation and remain responsive towards the prevailing healthcare concerns.

In the year 2016, HMC has acquired accreditation from the Joint Commission International and is found to be the first hospital in the world to account for the accreditation for all its hospitals. It eventually indicates the consistency in the quality of its healthcare services and makes it the most prestigious healthcare organization in Qatar. The organization is also found to be focused on innovation by means of incorporating research and offering quality medical education in order to enhance the extent of quality of the healthcare services (HMC, 2013).
The healthcare strategy of Qatar at the national level is objectified to address the healthcare concerns, mainly comprising of diabetes, mental health, organ transplantation and cancer. However, in order to meet the ever-increasing demand of healthcare services, the organization has been focused on enhancing the context of its infrastructure so that the access to the healthcare for the general population can be increased. The current paper aims to enlighten the situational analysis of the Hamad Medical Cooperation in order to determine the potential gaps that can be addressed by the strategic initiatives of the organization. In this instance, the current paper will provide the strategic recommendations and will enlighten the potential risks and a systematic means to evaluate the proposed strategy to the organization.

The context of healthcare services is considered highly standardized and effective in Qatar and the healthcare services for the citizens are ensured by means of the national healthcare scheme of the country. Similarly, the expatriates are provided with the healthcare services and insurance on account of their employers, whereas self-employed expatriates are required to purchase health insurance. It is estimated that Qatar has invested $5.2 billion in the year 2015 in the healthcare sector, whereas a significant increase in the healthcare investments has been observed since the year 2010 with the total investments of $2.1 billion (Kemp, 2015).
Hamad Medical Cooperation is considered as the most prominent healthcare provider in the country. The healthcare sector of the country incorporated significant development in the mid-1900s due to the acquisition of significant profits from the oil industry and hence, monetary benefits from the oil industry were utilized effectively to enrich and expand the healthcare sector. It is implied that before the development of structured healthcare system in Qatar, the dearth in medical sciences provided by medical professionals was observed. The first hospital was developed in the year 1943 by Abdullah Bin Jassim in order to meet the need of healthcare services and provide the citizens with the modern and standard treatment. It resulted in the further development of a public hospital, i.e. Al Rumailah Hospital, whereas Khalifa Bin Hamad directed the profits from the oil industry to the healthcare sector, which resulted in strengthening the structure, quality and access of healthcare services to the general population (The Peninsula, 2016).
Current Performance
Hamad Medical Cooperation provides secondary and tertiary healthcare services and it is estimated that the extent of attendance among out-patients has been increased by 22% in the year 2012. In this instance, Hamad Medical Cooperation has increased 50% of the capacity of its operations to meet the ever-increasing demand of healthcare by means of introducing evening-clinics in 2012. It also addresses the prevalence of environmental health-tests and primary healthcare services that are provided privately in the country. The SCH also grants funds to the public healthcare organization and in this case, it provides the out-patient care and in-patient care by 27% and 75%, respectively. However, the healthcare services for its citizens is free, but the immigrants are self-employed migrants have the adequate disposable income to ensure that they address their healthcare needs in an effective manner (HMC, 2013).
The purchasing power in Qatar accounts for the migrants’ ability to purchase healthcare insurance, which eventually ensures that the healthcare services are being provided to all its residents. The country is considered as one of the richest countries in the world, which eventually increases the expectations from the standard of healthcare services in the country. The government has been utilization a significant amount of GDP in extending the services of healthcare organizations to meet the healthcare needs of its residents (Allianz, 2017).
Social
The overall population in Qatar accounts for 2.169 million, out of which 92% residents are located in the city of Doha due to the prevalence of extreme urbanization. Moreover, expatriate workers account for the 90% of the total population and are considered as the semi-permanent residents in the country. In this instance, Indian community is considered as the largest community with the population of 545,000 residents, whereas the over population has been divided among Bedouins, Africans and Hadar, out of which Bedouins are found to be the descendants from the Arabian nomads, whereas Hadar accounts from the residents of Pakistan, Afghanistan and Iran (Statista, 2017).

In Qatar, the IT industry is found to be the fastest growing industry, which eventually indicates extensive potential for growth in this industry. The extent of innovation has been remained sustainable over the last 10 years, which indicates continuous growth in it. Moreover, the healthcare system is found to be equipped with the most innovative and best practices incorporated by the IT services and tend to have the sophisticated means of software and hardware facilities (Gray, 2013).
The public hospitals are found to be equipped with the state-of-the-art infrastructure, which includes MRI machines, advanced operation theatres and automated procession in laboratories. It has been implied that the quality care is dependent on information supporting services and hence, digitization of healthcare system is exclusively observed in Qatar. The implementation of electronic health record has been observed, known as Clinical Information System (CIS) and this system is objectified to ensure the prevalence of electronic medical records to ensure the efficiency in the healthcare system. However, the healthcare system lacks the effective electronic design and competency to utilize the digitization in the hospitals in an effective manner (Kheir and Fahey, 2011).

Qatar is found to be at the risk of environmental challenges due to the industrial pollution and noise pollution. The waste material from the oil industry has been expelled into the sea, which eventually causes environmental threats and the risk of polluting nation’s water reserves is also high (Seed, 2015). Similarly, extensive use of fertilizers has also endangered the agriculture and has resulted in the desertification of land. In the context of healthcare, extensive use of technology and waste material from medial processes is also considered to be contributing in increasing the carbon impact. The increasing prevalence of non-communicable diseases like Diabetes Mellitus are considered prominent in Qatar. Similarly, Diabetes Mellitus is also found to be the antecedent of several chronic diseases like cardiac diseases, hypertension, eye diseases and kidney failure, which eventually increases the morbidity rate in the country. The sedentary lifestyle and inadequate eating habits are considered as the major cause of diabetes mellitus due to which it is required to be addressed in an effective manner. The increased risk of occurrence of diabetes mellitus among the local population is threatening as it can increase the need of healthcare services and can significantly reduce the quality of life of the individuals. It is estimated that 17% adults are diagnosed with the diabetes mellitus and it is required that these patients are provided with the adequate knowledge about managing their medical condition. Similarly, the individuals at-risk of developing diabetes mellitus are also required to be provided with the adequate knowledge based interventions to develop a healthy lifestyle (Bener et al., 2009).
Obesity is found to be directly related with the occurrence of diabetes mellitus and it has been estimated that 44% men and 55% women in Qatar are obese. However, the communicable diseases are found to be controlled by the health sector, whereas the increasing rate of non-communicable diseases mainly caused by the sedentary lifestyle are found to be a great concern for the Qatari government. It is observed that the extent of obesity and number of individuals with diabetes mellitus has been increasing at an alarming rate, due to which it is essential that the Hamad Medical Corporation incorporates a strategic initiative to screen the general population for the diabetes mellitus and provides them with the adequate health educational program to ensure that they understand the significance of a healthy lifestyle and transform their lifestyle from sedentary to healthy routine. In this instance, the organization may face challenges related to the state-wide implementation, however, the effective implementation of the program can enhance the quality of life and can help the organization to meet its objective of reducing the rate of morbidity in the country.
