Abstract
Public policy is considered as a goal-oriented guide of action in which the state or government execute in solving public problems or issue in the country. Public policies are made by instituting regulations and laws while public policies are formulated by legislators. Individuals, social groups and private organizations that do not operate in line with existing public policies are obviously punished.
Explain how public policy is formed in the American system of government
In the American government, public policies are drafted, implemented and evaluated by the head of state. However, the other pillars which transform these policies include congress, the cabinet and advisors. The role of bureaucratic agencies is also evidenced in establishing relevant benchmarks required to help attain the required model for governance. The process of public policy making undergoes through stages aimed at recognizing the problem, agenda setting while also formulating the policy, adopting and implementing the underlying components of the policy (Dye, 2011).
Public policy formulators start by recognizing the problem and hence decide on how the government can approach and take actions about the problem. For example, citizens may not expect that the government can abolish natural disasters such as the hurricanes. However, government may or can help the victims of the hurricanes through rapid relief of actions.
Drafting an agenda as set of problems that the government plans to solve involve typical mechanisms relative to an intension to respond to the pressure from the interest groups, media, politicians and other government stakeholders. In the US, some of public policies are revisited when a new president takes power.
Formulating public policy indicate that various conflicting strategies from politicians take shape. The White House aides and the president among others organizations and legislators are involved in the process of policy formulation. Adopting and implementing policies is attained by ensuring that the court and other interest branches get involved in adopting and implementing decisions made. Lastly, after all public policies are evaluated by policy makers to determine what form of policy is accomplishing or not or whether it is efficiently carried out (Jackson-Elmoore, 2013).
In the United States of America, there are multiple conditions that interfere and distress people, for example, natural disasters such as earthquakes, crime, pollution, poor workplace and the healthcare sectors. But all these circumstances do not usually become problems. People join and recognize the need that government should react upon them. For instance, many people do not expect the government to prohibit gambling. However, they expect the government to help gamblers to stop through quick rules and actions (Reynolds, 2007).
Who is responsible for determining solutions or setting the public policy agenda?
In the United States, setting and determining public policies is done by commissions and workgroups. In forming or reforming public policies and the application of those policies in response to the public concerns. Decision makers use representative groups and experienced experts in solving and troubleshooting ideas. The commission together with the working groups creates out of citizen’s dissatisfaction with the concerns regarding emerging issues. High commissions are organized together with the president at the national level. The general and congress, surgeon and governors by the state level are established within this metrics. Law makers at the state level initiate task forces. Government departments and middle managers develop lower capacity workgroups and advisory level.
What can and should the federal government do about these issues?
The federal government should address these issues by formulating, amending and implementing policies that are suitable and can solve these problems. The federal government requires recognizing the problems and drawing possible strategies or plans that can solve these problems, for example the private and government agencies in addressing political, economic and Labor laws. The established considerations include entitlement programs, corporate welfare, globalization and outsourcing. The federal government should offer support framework services include minimum tax wage for contributing to the corporate welfare, globalization and outsourcing (Dye, 2011).
