Goal of Sex
Evolutionarily and biologically speaking the goal of sex is procreation with the immediate incentive of pleasure ultimately resulting in orgasm by one or both of the individuals involved. Most people however have made this incentive the ultimate goal of sex while taking measures to prevent procreation. If this were to be abandoned as a goal there could be two potential goals that could easily be posited as its replacement. These two goals are procreation and pleasure and closeness without climax.
If procreation became the goal, rather than romance, and intimacy, the dynamics would be more about making the best choice from mating. Sex would be base more on who is healthier or can protect and provide more effectively. The process would probably be more mechanical, less intimate. The comparison that can be drawn in support of this is most other animals. Very few animals have the pleasurable sex experience that humans do and for them it is a quick and mechanical experience.
If the goal was pleasure but without orgasm the desired outcome would probably be a more prolonged experience. A start that burns half as bright, burns twice as long. This could increase intimacy and allow for more varied approach to the experience. This could in a sense increase the quality of the experience because the focus would be placed upon it rather than rushing to the end.
Either way the change occurred the quality would be dependent on the hormonal and biological changes that caused them. If it were a change such as an evolutionary shift, it would seem normal, no better and no worse than anything else. If it was an imposed change such as a law or injury, each would be seen as a degradation of the quality of the relations.
