Why is that role important in today’s health care environment?
The strategic tools of medical management refer to a set of management techniques applicable to the organizational forms of health care. Thus, the focus of these tools is to improve the efficiency of a health care institution as a social entity. The effectiveness of the strategic management of health care organizations is determined by the proper distribution of functions in order to achieve the smooth implementation of business processes at all levels of management. Before embarking on strategic management, it is vital to define public policy objectives in the field of public health. Apparently, the strategic goal of the state policy is to improve people's health through the provision of accessible quality health care.
A strategic plan is a set of coordinated and coherent policies that radically distinguishes it from long-term plans (Varkey & Bennet, 2010, 46). The process of developing a strategic plan should be flexible and quick in terms of responding to changes inside and outside the institution. The evaluation of strengths and weaknesses in terms of SWOT analysis is a first step of a strategy formation (Young & Ballarin, 2006, 175). Apart from the analysis, forecast, planning and the implementation of strategic plans should take place. Strategic planning presupposes a strategic vision and a joint well-designed mission. Varkey and Bennet (2010, 46) admit that vision statement takes into account values of community so that to provide staff with inspiration. According Caldwell et al., personnel’s eagerness to engage in strategic change is the first step towards the successful implementation of a new strategy (2008, 126).
The process of creating a strategic management system normally embraces business processes as well as organizational structure. Besides, this process includes the behavior of managers and employees aimed at the reorientation of the formal implementation of orders to achieve the strategic goals. It is necessary not merely to motivate personnel and treat staff as a special asset of the organization, but also enhance the resources (Caldwell et al., 2008, 131). Therefore, flexibility, organizational integration, loyalty of employees along with a high degree of commitment and competence are of paramount importance.
