Question 1
Is federal funding better spent on all-hazards first-responder preparedness or on research and development efforts to find new emergency management solutions for terrorist hazards?
Response:
Personally, I would say that the federal funding better spent on the research and development efforts to find new emergency management solutions for terrorist hazards. The Department of Homeland Security or DHS integrates a number of good research and development activities, transferred from different concerned agencies when the department was established by the 2002 Homeland Security Act. The DHS commits to supporting the first responders worldwide to ensure well-equipped, well trained, and prepared at all times. It also brings information and resources to prepare and respond to any terrorist attacks, large-scale emergencies, and natural disaster . All these commitment are possible if the DHS maintains close relationships with the state, federal, and local governments in creating integrated forces that focused on the protection of all the citizens of the United States. In addition, the collaborative and coordinated efforts created national security strategies that cover all aspects needed to the homeland security.
Question 2
What research and development efforts are performed by Department of Homeland Security? In addition, which offices within are doing this work?
Response:
The DHS requested a budget about 1 billion US dollars for the research and development in 2004. The budget was distributed to fund the Science and Technology about 800 million US dollars, and the remainder was divided among the R&D programs as part of the department such as the Coast Guard and Transportation Security Administration . DHS ensures a homeland that is resilient, secure, and safe from terrorist attacks and possible hazards. The function of DHs is to secure and manage the borders of America, to enforce and administer the immigration laws, to safeguard and secure cyberspace, and to ensure resilience to any disaster.
