Introduction
Housing is an essential need for every human being. Everyone in the society needs a roof over his or her head. Every major city in the world has millions of citizens. Baltimore is not any different; the increase in population because of its popularity has led to some consequences. Moreover, as such homelessness in Baltimore has become a social issue of concern. This paper will examine the lack of affordable housing In Baltimore. It will first start by looking into the existence of the problem of accommodation. Second, it will view the problems as an opportunity and last give an analysis of affordable care in Baltimore City. As discussed in details as follows.
Homelessness is regarded as condition forces people to lack permanent dwelling, a special abode to reside. The contributing factor to this situation is the occurrence of absolute poverty, where the majority of the members making up the Baltimore community face abject poverty. Changes in structure of the American economy and rise in the cost of the house, In addition to these, the lack of an expansion system in the government that serves as a safety net and the inability of social programs to meet the demands of the growing population have primarily contributed to homelessness in Baltimore. In addition, the pervasiveness of the social-political norms and attitudes that stigmatize the homelessness in the policy sphere play a huge role in increasing the problem in such a society. The emergence of different social classes can be said to be a contributing factor that is fast tracking its spread in the United States of America.
Poverty results to the residence of Baltimore not to be able to afford the proper housing facilities that are available in the city. The situation is mainly because of the lack of employment in the general populaces that are majority members of that society. The unemployment factor is contributed by the race factor. (Wright, 2009) Whereby the majority of the employed are the whites, who are the minority, while the Blacks and the Hispanic, as well as the Asians and Native Americans that make the bulk of the other population. Unemployment as factor plays an immense role on the subject in question. It is experienced by the Majority of that population who are marginalized when it comes to access to good employment opportunities. As a result of being unemployed, the situation escalates in the creation of social classes that leads to persons who have no money and cannot be able to afford quality or the least standard housing.
Rising housing costs and the transformation in the national real estate market policies are other factors that have increased the state of homelessness. Residents are simply unable to pay for the facilities that are in the modern market. Modern market does not only want to offer you a roof over the head, the modern market ensures that the house is fully equipped with the basic substance amenities that make everyday life comfortable. While some of the residences might be privileged to have part-time jobs it may not be enough to cater for their needs and still be able to afford quality housing, the minimum wage they get may still not be able to cater for the housing, which by their standard might still below.
Bringle (2011) assert that the structural change within the American economy has had an adverse impact on the on the economic landscape of the bottom segment of the American society. The fractions of the general population in this category have no access to social welfare that may be carted for such social needs that include that right to affordable housing. Such limitation plays a significant role in Baltimore and results too many people not having affordable housing. The structural change in the American economy has defined people by the ability to generate enough cash that sustains their livelihoods. As a result, those who cannot meet the basic housing needs end up being homeless.
The administrative authority needs to come up with strategies that improve the payment system of the minimum wage policy. The practice that was started in the Regan administration affects many households within the American population. McNamara (2008) found out that increasing the minimum wage results in an increase in the pay of the workers. As a result, that increment may play a significant role in reducing the state of homelessness in Baltimore. More interestingly, the government can create more employment opportunities for the majority race, who are most hit by the adverse impacts of unemployment. In addition to the both, the government and the public need to come up with initiatives that concern itself with establishing social programs that can provide the solutions to such problems. Through such initiatives, it is possible to try and, at least, educate the majority race in ways to create self-employment. In addition, such programs may be able to help the homeless get better shelter alternatives at the best possible pricing. It is in effect would result in your improvement in the number of homeless people in the streets of Baltimore. Implementation of these policies can play a crucial role in homelessness as a problem that is affecting Baltimore.
