Ventura County is one of the counties of the United States located in the southern part of the country in the state of California. It carries the larger part of Los Angeles. It has a large population and thus the resources available such as hospitals are becoming inadequate as days progress (Durand, 1997). The county has for a century been served by only one health facility, the Community Memorial Hospital. This is not for profit facility which has two hundred and forty two beds and has a wide range of medical services that it provides to the residents of Ventura. It was licensed by the California Department of Health Services.
In order to try and meet the health demands of the increasing population, the county authorities has embarked on building a three hundred and twenty million hospital building to expand the Community Memorial Hospital. This is an attempt to sort the growing health demand of the population(Gibbs et al., 2003).The building will be located in the county’s Community Memorial Hospital. It will house two hundred and fifty two rooms, ten of them will be surgical rooms and it will have ten more critical care beds as compared to the current hospital’s number. This will increase or improve the rate and also the way that the hospital is providing services to the residents of Ventura County.
Reasons for the policy
The hospital intends to start an osteopathic residency program which is meant to provide orthopedics to families and also internal medicine. This program also hopes to bring in new physicians to supplement the physician shortage within the area. The building which has been proposed will house this program.
Another reason behind the construction is to increase the provision of cancer services to cancer patients. Cancer cases have grown rapidly and the hospital has been faced with the challenge of not meeting the needs of these patients. It therefore seeks to expand the facility so as to meet their needs in a more efficient way.
Beneficiaries of the policy
The people who are set to benefit the most are the cancer patients. The American Cancer Society has predicted that the number of people diagnosed with cancer is set to increase within the county of Ventura (Smith et al, 2000). This is due to high rate of smoking, passed over genetics from cancer patients, poor diets and high usage of alcohol. Thus, the hospital will be able to meet their medical needs as well as emotional counseling with the help of the new building.
Also, the patients requiring internal medical attention are set to benefit from the building. This is because of the program that the hospital has set to introduce to cater for both internal and family health care needs. This program also wants to increase the number of physicians in the hospital. This means that the whole population of Ventura will benefit from the new hospital extension in all areas of medical concern (Davidson, 2013).
The residents of Ventura County will also benefit from the building in terms of employment. The building will create three hundred jobs where half of these jobs will be reserved for local residents. This is a benefit to the society where the jobless will be able to secure employment from the jobs created.
The hospital will not be considered as one of the beneficiaries in profit terms since it is a non-profit organization. Therefore the facility is deemed to generate more income which will be channeled to other uses other than being termed as profit.
The stakeholders are part of the beneficiaries who will benefit from the extra revenue generated. The county council will be able to receive more funds to run its activities whereas the managing authority will be able to receive increased payments resulting from the increased revenue generated from the new building.
Stakeholders
The project is controlled by the city council of the year under the Capital Improvement Plan. It is a plan meant to increase the provision of public services by improving on the facilities that provide these services. The city council will govern the implementation of the project under the set rules (Gibbs, 2003).
Other stakeholders are the individuals who will buy the bonds issued in an effort to finance the project. They will be concerned with the project implementation in-terms of the budget implementation and ensuring that it is completed within the set time.
Other stakeholders are the hospitals managing authority. This group will be the one who will be charged with the direct responsibility of implementing the project. They will ensure that the project is completed on time and that it follows the set guidelines. It also ensures that the interests of all the stakeholders are met by the project.
Analysis
The project has passed through the council and has been approved. It therefore has both political and legal support based on the needs that it seeks to meet in the county of Ventura. Considering that the groundbreaking has already been done, the project is meant to work. It has also been provided with the required finances to ensure that it goes to completion.
