89% of the respondents believe that there are measurable benefits and performance indicators in their department. On the other hand, there were only 2 respondents that believe there are no measurable benefits and performance indicators in their department.
Question 3
When respondents were asked about the attitude of the top management regarding knowledge management, 7 out of 19 respondents said that they consider it very essential and fully support it. However, 6respondents said they consider it essential, but they do not support it. Only 2respondents believe that it as a waste of time. On the other hand, 4 of the respondents believe that management supported it, but they have lost interest in it.
Question 4
Almost one third of the respondents believe that there is proper planning, coordination, design and evaluation in the department. Whereas, 28% of the people do not believe. Thus, it shows that most people believe there is a proper plan and design and evaluation strategy.
Question 5
When asked about the best description of theculture of Abu Dhabi Municipality, then most of the respondents said knowledge management is for only a few people who call for the need to share knowledge. However, 6 respondents believe that everyone has a role to play in KM. 4 people believe that the basic idea is to emphasize on sharing of knowledge. On the other hand, 3 people said that the culture is open, supportive and encouraging.

When asked about the cultural barrier, then most of the people said that lack of participation in KM is the most important one. The other important cultural barrier is the failure to share knowledge. 2 respondents believe that functional silo is the biggest barrier whereas one person said the lack of trust among employees is the biggest barrier.

Almost two third of the respondents believe that staff and managers contribute towards KM in the department. However one third of the respondents disagreed and stated that the staff and managers do not contribute.

When asked about the culture of sharing knowledge then more than half of the respondents believe there is a culture of sharing knowledge whereas others have disagreed. The following graph shows the responses

When the respondents were asked about the available solutions to address the negative attitudes among the staff members, then most of them said there are available solutions. However, 7 respondents said that there are no solutions available in the department to address to these negative attitudes.

More than two third of the respondents believe that there is no channel available to detect the symptoms of departmental failure.
Question 12
Most of the people believe that insufficient communication is the main problem in utilizing IT for KM. However, lack of finding proper tools for IT and technical problems leading to unsuccessful use are the other major problems. Some people also complain that insufficient time to learn about the IT is the other major problem.

Employee development is the most effective key in attaining proper results as per the responses of the respondents. The other main role is played by improving the focus of the customers as shown in the following diagram that presents the responses of the respondents.

It has been identified that more people believe that Municipality carries out knowledge audit and performance to enhance the success.

Most people believe that Abu Dhabi Municipality conducts an assessment of performance IT to address the issues in KM. However, more than one third people do not agree to this measures taken by Municipality.

14 out of 19 people said that there are measurement systems and project plan that benefits the other departments.

When asked about the department having enough resources for key performance and knowledge management systems then 12 people said Yes, whereas 7 said No.

Mixed responses were found when asked whether knowledge management system store knowledge in unrestricted and textual representation. 47% of the respondents said yes, whereas 53% said No.
Analysis of Interviews
People believe that KM is significant but it has to undergo regular update as two of the three interviewees said. However, one of the interviewees said that it is only a formality and does not have significance.
Moreover, from the interview it has also been identified that people and management realize that KM is important, however, because of lack of resources and top management not being completely committed, KM is not properly implemented and because of these reasons, people are not able to use it effectively.
Also from the interview of Shami Al Jasmi, it has been found that people are supportive about implementation of KM in the organization, however, he also agreed with the fact that lack of resources and budget constraint would limit the benefits of KM in the organization. He believes that top management has to invest in order to receive benefits from KM. Nevertheless, the governmental authorizes have stared focusing on KM and therefore, eventually other departments will also support.
