According to Paul Steinberg the public safety “enters the collective era.” (Steinberg, 2013, n. p.) When the Middle Class Relief and Job Creation Act of 2012 came into law, it was required that the radio spectrum was freed and put at public safety agencies’ disposal. The First Responder Network Authority (FirstNet) was established by the Congress to supervise the building of the broadband network and its use. This achievement was accomplished with years of interference of organization responsible for the public safety and the representatives of the industry. They were certain that the access to the specialized broadband radio spectrum was critical in case of incidents. He acknowledged that as a chief technology officer he worked that the new broadband network is capable to provide per-incident the necessary data and the right information to those who must have it most on the ground of the Incident Command System (ICS).
William (Bill) Bratton, a New York City Police Commissioner, stated that predictive policing “is the wave of the future” (Winston, 2015, n. p.) and he marked also that the Minority Report of 2002 was transformed into reality.
