2. In one page please discuss how much and what kinds of health care resources, if any, should be fairly distributed among illegal immigrants given the constraints of availability and accessibility of goods? According to Aultman (2008), “from ethical and public health perspectives, it is apparent that healthcare resources need to be fairly distributed among all persons living in the United States regardless of their illegal status” (p. 1). Though ethical and moral standards assert fair distribution of healthcare resources to illegal immigrants, it could be construed that by virtue of their illegal status, these people could not possibly avail of the health care resources given to legal citizens. For one, upon entry to public or private healthcare institutions, proper personal identity cards or credentials need to be presented; of which, none could be offered by any illegal immigrant. As such, access to any kind of health care would be impossible to be availed. This situation was corroborated accordingly: “would-be immigrants generally seek access to benefits from such accomplishments, rather than to enjoy access to natural resources, and he seems to find it obvious that outsiders could have no claims to such accomplishments” . Therefore, although health care resources were deemed to be fairly distributed from ethical perspectives, even for illegal immigrants, the current screening system in the health care environment makes it challenging for illegal immigrants to avail of needed health care and interventions, as compared to the citizens. As such, these mechanisms serve as the check and balance which controls availability and accessibility of healthcare services which should only be equally allocated to citizens or immigrants who gained legal entry. However, for some illegal immigrants who could be facing urgent and immediate health care services due to emergency situations, some healthcare institutions could provide the needed interventions according to the policies and procedures allowed within their organization as governed by guidelines set in the ethical codes of conduct.
