Stray Dogs: Issue and Solution
People and animals have had a historically controversial relationship. This led to the development of breeding farms and torturing animals in the name of science. Today, a much-contested thought revolves that animals have feelings and intelligence as well which makes them categorically as smart as human beings. As opposed to the thought that people have, animals are not only different on the basis of science and religion. However, today, in terms of globalization, overpopulation occurs not only within the human population but also animal one. Homeless dogs and their attacks on people are indeed local, but important problem, which will be discussed in this paper.
There are actually two diversified opinions regarding this issue – one of which claims that people should support homeless animals, another one tells that stray dogs should be sterilized. Animals have never had rights so that there is no need to ascribe rights to them now. Many attempts of local activists have been trying to project a so-called environmental look on this issue, by concluding the fact that people should take care of animals and so on. Moreover, if a dog ‘offended’ a person that is a person’s fault. Dogs do not bark at people who are good to them, and this is a popular thesis nowadays, so if one does not want to be bitten – one should not come close to the dog. It is a pretty bad solution, but still, it could be considered as good advice. However, the second point of all this talk about animal rights represents the reverse side of democracy. Hence, the next popular advice is to feed the unfortunate dogs on the street, since they will die without human help. Animal rights activists managed to convince the city authorities that to eliminate stray animals is not only inhumane but also futile. Allegedly, nature abhors the gaps, and those animals, which were not managed to be caught, will bear more and more puppies.
However what people must realize is that dogs are mostly kept as pets, and they have a huge importance for human society. Dogs are very intelligent animals and are able to sense human feelings and emotions. Dogs are very loyal animals and almost never deceive their owner. It is known that dogs are very vigilant and follow instructions properly. They protect sheep and livestock and guide them in the farms. In the past and even now, dogs hold their importance for hunting because of their keen sense of smell and their sharp instincts. Hence, this became the main reason why people turned to domesticating dogs. It can be done in the present day as well if people hold such businesses or think of dogs as the perfect pets. Most importantly, they can be trained easily. People can train them to help blind people walk; they can be kept for security and for guarding places. On the other hand, dogs can be problematic for the society because of the fear of them becoming rabid or falling sick on the streets and spreading disease amongst the people. This truly becomes an issue, especially in smaller communities and neighborhoods. In such cases, rather than killing dogs or poisoning them, it is better that the people turn to writing petitions and coming together as one unit to spread the word. In this manner, the government and officials can be involved in the process peacefully, and they can help the people reach a plausible solution. They can open more shelters and open the world to adoption as well. These ideas are a matter of societal concern, and people need to think of them collectively if they want to solve the problem.
In order to solve this issue and make it clear to the local community, firstly it is needed to be presented to the people. It could be an informal meeting at a university campus or advertising with statistical data concerning the animal attacks on people. The method, which is supposed to be proposed, is both ‘on the human side’ and ‘on the animal side.' Sterilizing the dogs happens only through local authorities, and this cannot be denied, but it can be changed a little. The main positive aspect concerns the population of stray dogs and their interference with the public. That is the main aim of this project. Talking about the problem is the first step to its solution. It is indeed possible to promote overall increased number of shelters and volunteers that are willing to walk the dogs, to collect food and care products for animals. However, a decisive step for the defenders of animal rights and for complete solution of this problem is to create rules at the legislative level, the introduction of fines for irresponsible behavior towards the animals, as well as compulsory licensing of owners. Finally, there is one more obstacle to success within this issue. Animal attacks could be neglected in a humanistic way only in the first world countries. Unfortunately, developing countries would not promote such a technique, due to the fact that society there has more important problems for the everyday life. Taking care of homeless animals is only a background issue there, so, unfortunately, this method would not make sense there.
