The institutional affiliation
The Tourism Satellite Account (TSA) is considered to be the main tool for the harmonization and reconciliation of both tourism supply and tourism demand within the general framework of the System of National Accounts. Despite TSA’s obvious advantages, its implementation brings many challenges, especially for such developing countries as Vietnam. Key issues of human resource capacity include a lack of technical and business competencies required for the development of TSA, limited awareness of the need for environmental protection, low capacity of tourism product management, and tourism services overall, as well as bad capital investment (APEC TOURISM WORKING GROUP, 2010).
In fact, the development of the measurement capacity can become a push-factor for the growth of the national economy. The benefit can be also obtained by local communities with high level of poverty, as the tourism development involves better infrastructure, electricity, telecommunication; new workplaces and better labor quality; more attention to protection of natural heritage. In addition, the capacity increase brings new opportunities for cultural and economic exchange between Vietnam and other countries. Thus, it turns out that tourism becomes almost the main source of income for many local people and the priority area for development of the local economy. However, the human resources with required knowledge and skills are still in huge demand today (Youtube.com, 2010).
Basically, Vietnam is one of those countries that have just started their way to the successful tourism destination with well-organized tourism infrastructure. If to speak about the nearest perspectives, I think the main accent should be made on the development of hotelier, resorts and transportation which should correspond to the basic standards of quality. Moreover, the visitors should feel comfortable and safe in Vietnam what can be possible only with the well-developed tourism infrastructure and services: for example, the visitor should always have a choice either to travel individually or to ask a professional guide for help. Thus, the main point is to keep the balance between tourism supply and demand.
