Introduction
The term logistic is mainly concerned with the military system to the context of procurement, protection and transportation of goods, services and human resources, but nowadays, it is practically applied in the life of ordinary people as well. The purpose of logistics is to aid and support the community and organization as well as to ensure the practical implication of response operation at the mass level during emergency relief operations. At the time of national emergency response plan, the logistics are considered as a significant element by the disaster planner.
1. Logistic Concerns by Disaster Planner
Logistics concerns of the disaster planner are to ensure the appropriateness and effectiveness of the essential steps during emergency relief operation and to make immediate arrangements to assemble the staff members, necessary equipment, and materials that are required to assist the human beings that are affected by the natural disaster . Also, the disaster planner makes the availability of logistic services to evacuate the injured civilians to a safe location and to resettle the victims who are directly influenced by the natural disaster. The significant responsibility of disaster planner is to execute such logistic planning that can help to reduce the damage from natural disaster and safeguard the lives of people to a great extent. Most significantly, the planning introduced by the disaster planner must have enough preparations and practices to ensure effective operation at the time of emergency. It is essential for the disaster planner to realize the types of disaster that usually influences the given location and also necessitates that could arise after the disaster. The imperative keys that need to be considered by the disaster planner for his successful logistical system are the planning and anticipation. It must be acknowledged by the planner that his planning is purely dependent on the effective working and calculation of political, geographical, social and physical features of the given region where the operation will be carried out.
2. School Attack Situation
It is assumed that the group of terrorists attacks a local city school in the USA and all students are taken hostages. The eight steps of FEMA are applied in this situation to explain the students that to eradicate from such circumstances as earliest as possible .
Assess Need
The first step of the FEMA explains that evaluation of the needs at the time of emergency must be the priority for the school management. The school management must realize the possible hazards that are likely to incur in future and should focus on the preparation in advance to tackle the problem smoothly.
Scope
It explains that school management should emphasize on a single hazard that can take place and should focus on the best course of actions that are suitable to get rid of the situation.
Purpose statement
The purpose statement should simply address the goal to save lives from terrorist without detailing the essential of achieving that particular goal.
Objectives
There should be a description of desired goals that are needed to accomplish at the time of emergency. It should include details of performances and activities that are expected of teachers and students during the terrorist attack.
Compose Narrative
In this step, students and staff will be explained the scenario in which the terrorists will attack the school and students will be taken as hostages. It is essential to describe the narrative in detail including all the conditions and events that can occur during the attack. Also, the story should be comprised of threats and performances to educate the students to deal with challenges.
Major and Detailed Events
It should include the major events that happen in the scenario and detailed events that result from the major events. For example, the major event is that students get injured from the terrorist’s fire, and the detailed events are the courage of the other students who try to help the injured student.
Expected Actions
Expected actions will help the students to think and identify essential steps at the time of major events. The step will show the understanding of the students from the narrative.
Prepare Messages
The message is the detailed explanation of the scenario that is sent to the concerned department such as police station for the immediate assistance. It will include the action performed and other essentials such as some terrorists, victims, hostages, injuries, and casualties.
