Position Paper for the Organization of American States
The topic before the Organization of American States is Migrant Workers: Protection of Labor Rights. The OAS stands with a conviction that the problems affecting migrants in the Dominican Republic, particularly those pertaining to labor should be addressed and resolved.
The Dominican Republic has the obligation to address the Haitian influx of cross-border migrants, in the same way that the Haitian government has the responsibility to its own citizens. Haiti became a member of OAS in 1949 while the Dominican Republic entered as a member of the OAS in 1948 (oas.org). The Organization of American States, being the umbrella association of the two member countries has every right to intervene in the problems of the two nations owing to the fact that both nations are signatories to the OAS Charter (oas.org). All of them, the OAS, the Dominican Republic and the Haitian government know the problems well, although their knowledge of the problem is based on each own political, economic and social agenda. That is why the political paths which each of them chose to implement were different from the other. They instituted varied policies according to what their own policy-makers believed to be the best for their nation and the organization. The two nations’ solutions to the scenario are political parallelism which will end up with having no resolution at all. The Dominican Republic insists that that since they are a sovereign nation, no outside force should meddle in their internal affairs. So, if they rule that all migrant workers are deported, nobody, with the force of the law, can go against it. Haiti, for its part, should provide employment to its citizens, food security, economic stability and other basic needs in order to abate cross-border migration.
Perception plays a great part in defining problems in politics, especially in the policy-making. With it, the government can know the true sentiments of its citizens. Hence, the best policies can be rightly implemented because the needs of the population are addressed and their perspectives are taken into consideration. Thus, perception is important.
The best link that can solve their problems and ease the tension between them is to meet in the center and make a compromise, without affecting each nation’s sovereignty. This will necessarily entail some sacrifices; nonetheless, it can work out.
