The classroom should not be structured in a manner likely to divert the attention of the teacher and the students away from the classroom.

If any punishment exists for such misbehavior, the teacher should ensure that the student carries out the punishment. The punishment should be appropriate for the case of misbehavior.
The teacher should warn the student who has misbehaved that such misbehavior will not be tolerated in the classroom in the future and that the student is expected to conduct himself/herself responsibly from then onwards.

The teacher should instruct each student in detail about what is expected of her/him. The teacher should let the students know specifically what conduct is expected of them in the classroom.
The teacher should act as an example to the students on how they should conduct themselves. The students will then be able to learn through observation about what is expected of them.
