Wihbey and Kille state that brutality of US police results in ghastly violations of human rights. Taking into account that this problem affects international status of the USA, the authors conclude that federal and local governments are required to duly abide duties undertaken by the United States on human rights on a global scale – police in the US must be punished for brutality performed against American citizens.

Amnesty International is also concerned with police brutality in the USA. According to their report, there are instances all over the United States when US police for no reasons continue applying firearms against unarmed suspected, unnecessarily using physical force. At the same moment, neither police authorities nor agencies in charge make attempts to punish such policemen. Those who suffered police brutality often complain against their offenders, but due to lack of justice of police internal investigations and unwillingness of other police officers who witnessed acts of brutality to testify those offenders exempts such officers from liability.

Human Rights Watch organization recognizes that police officers, just as all people, have flaws and that the situation they face is often dangerous and requires a rapid response. However, as described in this report, the price of illegal actions of the police is very high: it is expressed in tens of millions of dollars of compensation paid for civil claims of victims, in undermining respect for the law enforcement authorities, which raises a split between the police and the society.

Police brutality in the United States is marked with the presence of racial component. Nevertheless since the 50-s of the XX century, much progress has been achieved in the sphere of respect for rights of ethnic minorities in the US society, one of the areas remains largely problematic – the police brutality towards ethnic minorities. Police subject ethnic minorities to various discriminations and use violence against them.

There are many options of those who fell victims to police brutality to file a complaint against such instances, but there are little chances for their abusers to become persons on court trial. Victims of police brutality often experience fear before complaining, since all such cases are investigated internally within police departments.
