Overview
1-Private sector: local business (Gym)
2-Public sector: provided by the government (Park)
3-Voluntary sector: Funded by public community (RSL)
Introduction
This case study report will illustrate three activates that I have tried since the start of the unit course of introduction to leisure and recreation theory. The first activity I took part of is going to the gym near my local area. Gym facility is considered as a private sector that has been set for the community in some certain local areas. Secondly, I do some soccer training at a local park close to my home. The local park is part of the government sector where it set up for the community in order to bring people together and socialize, further expiation will be discussed below. Last but not least, as I am an international student I just knew about the RSL club and their services. In addition, I tried to play golf at the Matraville RSL club for the first time of my life. RSL club considered as a voluntary or not for profit sector which is set for the public community and also funded by the public community in order to entertain the people who live in the same suburb. In the middle of the case study, I will identify each sector and compare each of them in terms of settings, mode of delivery and participation including the impact of well-being.
Private sector
(Anytime fitness gym)
The private sector is based on someone's business with a high commercial rate in the country or region. Sometimes it is funded by shareholders who invested their money in owning such companies and brands.
The private sector provides sports facility and services that meant to be for profit which is mainly delivered for people's needs in the community. Furthermore, the private sector is more influenced by the society due to the acceptance of people towards it and affording to pay for services. According to (Vogel, 2015) WHO stated that private sector's services allow for elasticity and prospect profitable for participation. The meaning of this perspective is that private companies are one of the largest sectors in influencing the community, it also delivers the needs and combines the society quite often together.
For instance, I participate in Anytime Fitness Gym based on my interest with other people from the same area which this private company composes the strategy in a sense of gathering people together and participate their leisure time. I chose this activity because I find it challenging in terms of aiming for an extended period achievement that defiantly would be worth it. I indeed like challenging activity, so it educates me to be more discipline and strong enough to face difficulties.
Public sector
(Park)
The public sector is provided by the government on behalf people who lives in the same region, in order to supply the community with public venues such as local parks, public halls, local swimming pools, etc. these venues are not for profit or in trading options at all. Regardless of how much the government has spent on constructing the public venues, there are some benefits behind it. One of the benefits is to gather people from many different ethnicities and backgrounds to share their experiences and learn from each other. According to The Innovation Imperative in the Public Sector, (2015) public organisations encourage people to work collaboratively to come up with new ideas so as to support and build a strong community in the region. For instance, when I go to the local park and play soccer as part of my leisure time, I normally get engage with some people from the area where we could share the game or any other activities in the local park.
(Volunteer sector)
RSL club
Volunteer sector is based on people's charity, and collaboratively work that comes up with an organization that serve the community needs whether for support or entertainment. Volunteer sector is also for the nonprofit sector and it delivers spontaneous action that may bless people from the different level of the socioeconomic. Sometimes volunteer sector gets funded by sponsors in terms of supplying equipment and constructors. Usually, the government puts a small amount of support to the volunteer sector. (Crowson, 2011) Stated that " local government funding of the voluntary sector still remained low (between 2 and 8 percent depending upon which definitions are applied)". As an international student RSL is something not known unless I get involved with the Australian community. However, my Australian friends suggested me that we could go to RSL and play golf as also as it is my first time trying to play golf. As far I know that RSL club is based and funded by charities.
Comparison of the settings:
All three providers such private sector, public sector and volunteer sector have some common factors that lead to the same point. One of these factors is to address and meet the community requirements as well as this is the main vision that the community wants to have and use around the region.
The private sector a little bit varies from the other two sectors in terms of economic condition. Now the private sector is known by a businessman supplier that fund and support any kind of business that he/she own. In addition, it delivers products and sports facilities which are the most wanted and interested by the community. However, public sector and volunteer sector may match the same economy condition. Both are funded by people who are not powerful and could be from the neighbourhood.
Comparison of the modes of delivery:
Mode of delivery
While it is important to note that these three facilities are substantially related in relation to their functions and the final objectives which are the provision of leisure, the mode of delivery of the services are different. In this sense, the public sector provides services for free of charge and is open to all except during certain national holidays. Ideally, the public sector, in this case, the park is controlled by the government or usually through the local government. In order to facilitate the delivery of the services to the public, several people may be employed to control, manage and oversee any activities taking place. These staffs are also helpful in case one is need of any assistance. The volunteer sectors are more or like the same as the public sector. Notably, the members of the community are allowed to access these facilities depending on the purpose of the facility itself. Funded by charities, well-wishers, and other donors, volunteer sector aims at providing services to all the members of the community, though in the capacities it may support. In addition, most of them are designed to target a particular segment within society, say playground for children. In such a place, adults may not be allowed.
For the private sector, the aim is usually to provide recreation services to the community members, however, a closer look at the mode of service delivery differs considerable form other such as the public and volunteer. In most occasions, private sectors refer to the facilities and services that are established for the aim of making profits in exchange of the services which is mainly delivered for people's needs in the community. It, therefore, means that private good offer their products at particular costs, without which an individual may not be able to enjoy such services. The staffs are usually strict on private resources and the member from the community may be denied access in case they fail to pay for such services.
Comparison of participants’ involvement and impact on well-being
It is important to understand that the public sector, private sector and the volunteer sector all work towards the provision of recreation services and facilities to the community members. However, the involvements of the participants and the ultimate effects on the wellbeing of the participants significantly vary. For example, the public sectors such as the park are often unrestricted to the public. This means that different members of the public can easily access them at any given time and receive his or her satisfaction. The target population in the case of the public sector is usually not well defined and therefore any member of the public can participate and obtain the services offered during a particular time.
For the volunteer sector, a particular segment of the population or community as whole may be targeted. For example, a donor may decide to establish a playing ground for children under the age of four. Therefore, in the case where only the required segment or group is targeted, any member from the other segments may not get an opportunity to access such facilities.
Conversely, the private sectors are usually controlled and restricted. Most of them are designed for profitability. Therefore, members who may be willing to pay for the services as offered by the private owner therefore gets the opportunity to participate in such recreation facilities.
Conclusion
As evident, the public, private and the volunteer sectors all play important roles in the provision of the recreation facility. While some ate established for profitability services, other are created for provision of the voluntary services. For example, the volunteer sectors use the funds from donors, NGOs and other bodies to set a sports facility for either whole population or a particular segment of the community. As discussed, these three sectors possess considerable differences in relation to their modes of delivery, participant's involvement and the impacts on the well-being of such participants.
