Introduction.
A project is an undertaking with an expected return after a given period of time. Projects are mostly formulated with an objective or goal to be achieved after a defined period of time. The intent of this paper is to analyze the nature and process of project development in relation to HLR Inc. The organization is in its early stages of development but with high growth rate of 25 percent annually. This is an indication that the organization has high capability of development if proper development strategies are implemented. The organization has a targeted growth of 35 percent in the next financial year. The attainment of this target will be a function of the new project to be implemented. HLR Inc shows a weak internal control system as it is evident from the information regarding its management team. The organization is reluctant in adopting new changes in the information technology, which is crucial for its expansion and integration purposes. The project management board is faced with a challenge of information delivery to the members affected by the project. This is meant to remove the information asymmetry element. The nature of every project is subject to the expert knowledge and end users' understandings on the project. All parties involved should have a clear understanding of all attributes of the project.
Approval and rejection of the project change in scope.
The project scope is the main rationality of undertaking the project. It indicates the ideas and mission behind formulation and implementation of any project. In the formulation of any project, a board is created with the sole responsibility of overseeing the performance of the project as per the outlined objectives. The board has the mandate to approve or reject the project change is the scope. However, it is recommended that the project scope be flexible. This is to allow changes in the situation where the changes are necessary. For instance, in a scenario where the contingent event occurs and affects the running of the project. The board members should represent all affected parties by the project. This is to reduce instances of personal bias or interest that influences the project objectives. Similarly, the change of a project scope should be based on a reliable and accurate reasons to support the decision. The change should be communicated to all affected parties.
Approval and rejection of resources.
For a project to be undertaken, resources should be required. The resources can be in the form of capital, labor, or other form of raw materials. Organization managers have the sole responsibility of running an organization as per the shareholder objectives. They act in a capacity of the shareholders. Due to this reason, the organization manager has the sole responsibility of approving or rejecting resource usage by an organization. They determine the extent to which an organization resources will be used by the project. However, some management team may lack an understanding of the necessity of a project. For instance as in the case for HLR Inc. Therefore, this attribute will lead to a reduction of the resource usage by the organization. A clear and elaborate way should be developed to make the management team to understand the importance of a project. This will help in making the objectives of the project feasible.
Should the project manager have full authority to change control?
No. The project manager should not have all the authority to change control. Despite the fact, the manager has the sole authority of controlling the running of the project, some of the control rules should be assigned to another party. This can be used to evaluate the performance of the project. The project manager can be biased or have a personal interest towards certain project. This will make him or her deviate from the main mission of the project. When some control rules are assigned to another independent party such as Chief Executive Officer, the manager will have to provide a rational view about the decision for a change. The change of control should be a homogenous agreement between the organization management and project managers. HLR Inc. should design a forum that will lead to the development of high performing projects. This is used to avoid uncertainties of the in the running of the project..
The system required to manage change of a project.
A well defined system should be adopted by an organization in determining the change of a project. The team members should form a system that evaluates the reason for the deemed action. The project representatives and organization representatives should arrive to a clear decision in situations of the project change. The system should help to create a good impression about the project. This is meant to make every party in the organization understand the project. The system should be made by personnel who have a clear understanding of the project scope. For instance, in the case of HLR Inc. inadequate information regarding the importance of the project is posing a huge challenge to the project developer. The organization lacks a system that should oversee the changes in the project. To accommodate these attributes, the recommended system is an agile project management system.
Why agile project management system.
There are two approaches in project management; the traditional approach and agile approach. The traditional approach follows the following steps in any formulation of a project. They are; initiation, planning, execution, monitoring and completion. Agile approach is less procedural than traditional approaches. The basic attribute of the approach is that it accommodates changes in the project implementation process, thus flexible. The organization requires this form of approach to accommodate any changes in the economic situation of the organization. For instance, HLR Inc. requires the approach to accommodate the expansion and diversification changes in its business operation.
Conclusion.
In every organization, like HLR Inc, the information regarding the importance of any particular project is crucial. The organization management should help all other members to understand the importance of undertaking a project. Resources are regulated by management teams whereas the project scope change is made by the board members. The projects affect to a large extent all stakeholders of the organization. The parties affected should be aware of the project in place and should work towards improving the strategies formulated in order to achieve the project motives. Information asymmetry creates a huge barrier to project development. This is as the case for the HLR Inc. Depending on the project management approach undertaken, the project mission should be accomplished. In a scenario when there are frequent changes in the economic or business performance, the project should be able to accommodate these changes. Thus, it is recommended that a project should be flexible. All activities in an organization should be done with much consideration of the nature of the projects in place. Projects can be of several forms depending on the mission or objective statement of the organization.
