Executive Summary
The project is aimed to develop and launch the Smartphone application for the awareness among the College students of the ATD Company that is the largest company in the world that offers talent, skills and knowledge development training to those who support employees. .
The project will begin on 24 January 2016 and end at 24 January 2017. The project is aimed to complete within the proposed time and budget, where, the total budget for the project is $190,000.The TAD Company, college students, vendors and the colleges will be the major stakeholders that will be managed using different strategies.
Introduction
Description of Project
The Association for Talent Development (ATD) that is a professional organization (ATD, 2015)is aimed to launch a new Smartphone application for the promotion of the company and its services. The aim of launching Smartphone Application is to mainly attract the students (college and university students mainly) to target them to be attentive towards ATD.
The reason that ATD needs to target the college students is because those students will become the targeting audiences after their graduation and having their career debut for ATD.

Project Purpose or Justification
The purpose of the project is to increase the awareness of the ATD Company and its services to attract new customer segment. It is a largest company or small companies; it is very important to continuously involve in the promotions and marketing to potentially increase the number of the customers.
Objectives
The majority of the existing members of the company are the people from the largest and big organizations that are needed to have the skills to train the employees and increasing their knowledge and skills.
Not only largest companies, but small and medium size firms also require skilled people for increasing the efficiency of their companies and sometimes, they use the outsourcing technique for this purpose. Therefore, ATD company is looking for the opportunity to target the individuals that needs to develop their career directly rather getting training from the supporters.The project is aimed to be completed within a year, started from January 24, 2016 to January 24, 2017.

It is very important to define the success criteria for the motivation of the project management team (Turner, 2014). The project will have the following success criteria:

Survey of the companies needed to be target
Monitoring the number of the membership to analyze the forecasted and objective growth
High Level Requirements
Change Management
Include the change management process narrative, flowchart and Change Request Form. Include a Change Log form to record requested changes, their disposition, and comments. The process should clearly state who is authorized to make changes to plan, and who will be responsible for implementing the change.
SCOPE Description
It is very important to define the scope of the project before conducting any project (Moustafaev, 2014). The scope of the following project is as follows:
The project is needed to be successfully implemented within a year started from January 24, 2016 to January 24, 2017.

The scheduling and budgeting are the most important elements of the project management as the success of the project is mainly based on these two components (Liu et al, 2011), therefore, the project team is needed to plan the schedule and budget.

ATD Company is needed to develop the Smartphone application to increase the awareness of the company among the college students that is the inclusive scope of the project.
As the designing of the application is mainly linked with the IT departments, where, the financial department will be responsible for the cost and budget of the project that will be in scope in terms of their roles and responsibilities.
Exclusions
The effective of the application among the other target audience will be out of the scope as the main purpose of the company is to target potential customers (College students).
The roles, responsibilities and participation of the other departments and employees will be out of the scope and boundaries of the project.

Purpose of the Project Quality Management Plan
The Project Quality Management Plan documents the necessary information required to effectively manage project quality from project planning to delivery. It defines a project’s quality policies, procedures, criteria for and areas of application, and roles, responsibilities and authorities.
The Project Quality Management Plan is created during the Planning Phase of the project. Its intended audience is the project manager, project team, project sponsor and any senior leaders whose support is needed to carry out the plan.

At the highest of levels of Quality Management involves planning, doing, checking, and acting to improve project quality standards. PMI PMBOK breaks the practice of Quality Management into three process groups: Quality Planning (QP), Quality Assurance (QA) and Quality Control (QC).

The quality criteria for the following project will be as follows:
Define Project Quality
The success of the project is based on its quality that is needed to be delivered and expected from the customers. The application that is going to launch must be easy to use by the students. Furthermore, it must provide all the material related to the professional training and development.
For ensuring code of conduct, the project team must ensure that the application should not possess any material and content that may harm the company, the users or the organizations.
The application must be successfully resulted in the increased awareness of the company and the increased memberships. The delivery of the application on time and completion of the project within the defined cost is the major quality factor.
Measure Project Quality
The memberships and the number of customers of the company will be measured at different phases to measure the growth that is forecasted in the budgeting. The project team will measure number of memberships in comparison with the memberships before the implementation of the application.
Quality Assurance
Based on the objectives of the following project, the quality will be assured as follows:
The project is completed on time.
The students are using the application
The members of the company are increasing
The customers of the company are increasing
The students provide positive feedback to the application
Analyze Project Quality
The pre-testing of the project will help to analyze the quality of the project as needed to be delivered. The testing will be done using focus group study experimentally. Few students will be interviewed under the designed environment of the application. Their response to the application will help the project team to analyze the quality of the application either it is impactful to the students or not.
Improve Project Quality
The pre planning of the project is very important. However, the quality can be affected because of the different risks and problems identified. Therefore, to improve the quality of the project, the project team will continuously communicate with the project manager and all the risks and problems will be discussed with him to get the accurate and quick solutions. The communication is the major tool of improving the quality.
Quality Control
The project manager will be responsible for monitoring and controlling of the project. He will visit the field location of the project team once in a day and ensure that the task is going to complete on proposed time. The project team will not rely on the vendors but they will communicate with them to ensure the quality of the application as required.
The vendor’s designed application will be tested and after implementation, the evaluation will be done to get feedbacks from the users and the required changes will be occurred.

The executive team of the company will be mainly responsible for the project as they are responsible to define the aims and objectives of the company for the following project. The project manager will deal with the vendors, supervisors and the other team members. The process can more easily be understood with the help of chart below:

Equipment and Training Needs
Hardware is the major equipment that will be needed by the project team to develop the application. The computer systems will be used for reporting and project documentation. However, the hardware is not required for the application development as the application will be developed with the help of vendors.
The team members are needed to be trained to use the software for developing the status reports and documents using computers. The small mistakes and errors in the reports can impact the whole project and success. Therefore, two days classes will be organized for the team members for how to effectively use the computers and software for developing project status reports.
Additional Resources Required
Intermediate – whenever the documentation of the report will be needed.
Long Term – The computer systems will used daily to develop reports for 2 hours. The project team will use the system to deliver the reports to the project manager, where the manager will deliver to the sponsors.
Communications Plan
Stakeholder communications requirements
For the project in hands, the project management is needed to be communicated with the sponsors of the project that is the owner of ATD Company. Furthermore, the project manager is also required to continuously communicate with the team members to report the status of the project at different phases to ensure the stakeholders that the project is going successfully or either anythingneeded to be changed such as schedule, budget or time of delivery. For the following purpose the project team will communicate in the manner as described in the matrix below:

Escalation process is very important for the project manager to solve the project issues during the project and to complete the project on time. Though, the project team will be efficient, however, there are multiple issues raised during the project that become difficult for the team and they escalate the issue to the project manager.

Revision procedures
The project manager will be mainly responsible for the changes. Based on the status reports from the team members, he will develop the proposal for the change based on the risks and issues in the specific task and activity that will be discussed and presented to the sponsors and executive in the meetings. The IT manager will be responsible to edit the proposal and communicate with the sponsors.
The project sponsors or the executive team will be responsible to approve or disapprove the proposal for the changes.

Procurement Needs
For the successful completion of the project, the project team is needed to get the application software services from the vendors. The application software will be not being developed internally.
Procurement Planning Process
The project team will benchmark the vendors market and prices and will decide the best vendors based on the competitive prices.
Procurement Source Selection Process
The best vendors will be listed down and based on the requirements of the project and the needs of the company and the abilities of the vendor, the best vendor will be selected.
Procurement Relationship and Performance Management Process
The one year contract will be developed for long term maintenance and performance of the application based on the cost as mentioned in the budgeting above.
Procurement Closeout Criteria
The contract will be closed once the successful application will be launched, the project team will close out the contract completing the charges and fees of the vendors.
