Summary:
In this article the authors discuss and evaluate the different views and perceptions about the Human Resource Development (HRD) as presented by different scholars and researchers. The authors highlight the importance of the human resource development and present the idea that human resource development is mostly treated as a sub domain or part of the human resource management. However, at the same time there are several researchers who have also studied and explored the human resource development in reference to other domains like socio-economic, psychological, social, political, intellectual, spiritual and moral growth and development. The human resource professionals and researchers study and explore the human resource development only in the domain of the organizational development and for this reason treat the human resource development as a narrow part of the human resource management. According to the human resource professionals the human resource development is only related with certain training and development activities to improve and enhance the job skills and capabilities of the employees and other personnel in the organization. However, according to the authors of this article the concepts of training, development, and education are broad and include several other elements also like empowerment, community development and mobilization, overall development and growth of the individual, organization, and whole society.

Summary:
In this article the author has discussed about the ways and methods which can be employed in order to improve and enhance the overall growth and development of the tourism sector or industry. The author has highlighted the fact that tourism is one of the fastest growing industries all over the globe and there is a need of proper tourism management in order to make most of the tourism industry. In this regard the author has presented two important factors which directly influence the growth and development of the tourism industry, namely; local touristic taxes and human resources. The author has discussed the importance of the local human resources in the development and growth of the tourism industry and has emphasized on the fact that it is essential to provide the local human resources with the sufficient training and development in order to improve and enhance their skills and competencies. This in turn will improve the overall performance and development of the tourism industry. According to the author the local human resources and the agents the most important factor for developing the overall tourism industry and in turn improving the overall economy. In this regard, the management and the government of the country can utilize the local touristic taxes for the training and development purposes of the local human resources and travel agents.
REACTION:
The both articles discussed above highlights the importance of the training and development of the human resources in any industry or organization. The first article emphasized on the fact that the human resource development is not restricted to only organizational context and should be analyzed and applied to several other domains like development of entrepreneurship skills, social development, psychological development, and several other elements which in turn contribute to the growth and development of the whole society and economy. According to Khan, Khan, and Mahmood (2012) the human resource development is not only related with the training and development of the employees within the organizational context but is a broader term and encompasses several other elements and domains. The idea presented by the Khan, Khan, and Mahmood (2012) in their research article is agreeable as human resource development is not only about any particular job skills or organization but is about the development of the whole industry and society.
The second article specifically emphasized on the importance of the human resources development and training in the tourism industry and provided the practical example of human resource development in other than the organizational context. In the second article the author, Musaraj (2012), presented the idea that there is lack of the proper training and development of the local human resources in the training industry and if this domain is improved this in turn will lead to not only the development of the tourism industry but also to the growth and development of the whole economy and society. For this purpose, the government and management should utilize the local touristic taxes to finance the training and development activities of the local human resources and improve the overall value of the tourism industry. The idea presented by Musaraj (2012) is agreeable as this will provide the opportunity to different local people and human resources to reap the benefits from the prospering industry of tourism and will enhance the overall value chain.
Both articles highlight the importance of the human resource development and present the different views, perspectives, and dimensions associated with the human resource development. For this reason these articles are recommendable to different human resource development professionals and managers so that they can understand and apply the human resource development in broader term.
