ANALYSIS OF THE MANAGEMENT CYCLE
Analysis of the management cycle
Management is the art of making people do some work and seeing to it that the work done is in line with the objectives perceived. With the growing population of my community, there is a challenge on the management cycle. There is a rising demand of additional emergency services that includes ambulance; in this case, paramedic ambulance unit. It happens that the department only possesses one in the fire department. There has been a controversy on whether to add an extra paramedic ambulance unit for faster services. However the department is already equipped with paramedic staffs that are present for twenty four hours, and only operate as fire-ground emergency medical services and rehab personnel.
This stage where the goals and objectives of the organization are determined. Planning is the crucial stage because it requires managers to make appropriate decisions on determining the goals and objectives of the organization. The objectives and goals are determinants of the organization success and also they determine the amount of resources that should be used to achieve the objectives. The mangers in this component are also responsible of directing the staff on how to achieve the resources. In the emergency department of our community, planning is important because the main goal and objective is to add an extra paramedic ambulance unit. Therefore planning on how to use this emergency equipment in order to maintain the highest emergency service is essential. The mayor and the paramedic staff together with managerial department are responsible for making decisions.
Organizing
This is a stage where all the resources needed to achieve objectives are brought together. This stage comprises of allocating resources to their appropriate sections where each resource plays a role that is geared towards achieving objectives. The resources to be incorporated are both human resources and physical resource. Since human resource will be used to control physical resources, the management in this component forms a system of measuring performance. This stage evaluates and determines whether the resources are sufficient enough to achieve the goal or objective. In the emergency department of our community, the resources are available thou minimal and that is why there is a proposal to add some. The emergency service provided is not sufficient and therefore there is a need to add a paramedic ambulance unit. The paramedic staff is also under supervision and therefore they are accountable for any service being provided. The purpose of supervising them is to make sure they use the resource well enough to achieve the goal of providing the best emergency service.
Staffing
This is the stage where the personnel and the staff are assigned their appropriate duties considering their level of competence. Staffing is based on the fact that an organization should not lack any human resource and therefore the main goal is to ensure smooth running of the organizations operations. The manager in this department should develop a staffing strategy that allows equal division of work without one being overloaded. The aspects of staffing include work-force requirements, inventorying people available, recruitment, selection, placement, promotion and training. The emergency department in the support of additional paramedic ambulance therefore analyses the staffing management aspect. They do so by ensuring there is enough human resource that will be responsible for providing the needed emergency services. Therefore selection of more paramedic staff is advisable so that they will fill the positions of the needed staffs. The mayor suggests that qualified human resource manager should be appointed in this process.
Directing
This is the stage where the manager makes the subordinates to be engaged in various positions they are assigned in order to move towards achieving the goals. Directing involves motivating the staff, ordering them to do the responsible duties, guiding them to follow the needed direction and leading them towards the goal oriented direction. The manager in charge of directing should have good leadership and directing qualities for achievement of the goals, they should be able to change their styles to bring about the desired changes. The emergency service department therefore should be able to direct their staff in the appropriate manner. This involves assigning responsibilities and seeing to it that those authorized are responsible. The head of directing department should delegate authorities to paramedic personnel so that upon addition of new resources, there is an established system of operation.
Controlling
Controlling is the process whereby the manager in charge influences the performance of the subordinates so that the results of the organization will meet the desired goals. The control strategy aims at giving warning whenever there seems to be irregularity in job performance so that the staff will work as per the policies and terms of the organization. Controlling will enable managers to determine the weakness if any and take immediate actions. In the analysis of the community emergency service, there is a need to control the subordinates because they should display their responsibilities. Lack of control aspect in this community emergency service will lead to misuse of the resources. The research therefore tries to identify whether the existing control system has been active in order to determine whether the addition of the resources will be appropriate. The controlling manager should be able to evaluate the responsibilities of paramedic staff by designing programs that would enable them to work accordingly.
Evaluating
This is the process carried out to determine whether the responsibilities of the subordinates are goal and objective oriented. Evaluating involves designing of performance management tools so that subordinate performance is measured. It enables the management to identify the weakness and strengths of every staff and therefore specialization will be implemented. Evaluation is done both in the internal organization and the external organization. In evaluating the community emergency service, the external and internal environments should be considered. The internal evaluation should involve evaluation of staff through performance measurements and the external evaluation through the patients. The mayor before deciding to add an extra paramedic ambulance unit should go through the analyzed management strategies in order to make the final decision.
