The state would give protection by having Mark Robertson executed in his case, who was accused of the murder of shooting an 81-year-old woman during a burglary. Robertson did not feel guilty of the crime he committed according to the interviews conducted by police officers. He tried to escape from jail in Las Vegas by setting a fire. The execution of the defendant would have an impact on protection. Although Robertson has not received a capital punishment yet, conviction shows that he will not be set free (Adkins Huff & Stageber 23). The United States may reduce the incarceration rate by releasing the violator from jail. It is the most practical thing for the system, though; it is hard for them to agree. Prisoners grow old until they cannot commit crimes anymore. Keeping old prisoners in prison only raises the cost of spending. Therefore, releasing such prisoners will not have any much negative impact on the crime rates. Most of them are likely to find work after prison thus, could take care of their health needs, while in reality, the taxpayers continue to take care of their health.

The Texas Department of Criminal Justice has a High-Risk Offender Program, whose duty is to reduce the rate at which the number of street gangs is increasing. The target of the program is to follow up wrong doers and end youthful crimes. The most targeted people are those at the age gap of 17-25 years, who have a history of violence and have been involved in street gangs. This caseload provides protection, especially, for people in full-time employment. They build up their lives and escape the risk of turning into gangs. This program has many advantages that outweigh the disadvantages. It meets its needs and purpose since; it focuses on people who are acquiring jobs (Finkelhor & Jones 18). Most information about this program is not given, but the caseload allows supervision officers to monitor and address personal needs and difficulties that are experienced by potential gang members. Educated supervision officers, who focus on the academic side of individuals, staff it. They accept to improve pro-social associations and identity of future goals for them. This program involves a Reasoning Interactive Management Program as well.
