The Governing Board is objectified towards determining the organization’s strategic direction by means of identifying the external challenges and opportunities and utilizing the internal resources in such manner that it enhance the outcome and efficiency of the organization. The strategic initiatives are incorporated under the strategic plans that are developed by the board members which encompasses the strategies, budgets and responsibilities that are further delegated to the respective departments. In this manner, the continuous analysis of market and the forces that effect the organizational efficiency and productivity takes place and the Governing Board ensures that the organization remains responsive towards the external forces and challenges by means of incorporating adequate and sustainable strategies (Arnwine, 2002).
The primary role of the Governing Board incorporates the development of policies, in which the Board ensures that the enlightened agenda or specific issue is addressed by the respective policies. Similarly, the execution of policies is delegated to the management, whereas the Board engages in the quarterly or yearly results that indicate the performance results with respect to the implied policies. These policies are reviewed and modified on the extent of their effectiveness and achievement of the predetermined outcomes. Moreover, the Governing Board is also responsible to take strategic decisions by means of engaging in the decision making process that addresses the organization’s mission and vision. These decisions address the issues related to the strategic integrations, long-term sustainability and organization’s solvency (Arnwine, 2002).
The Governing Board is also responsible to oversee the performance of organization’s management, finance and quality and also play a prominent role in the development of the ethical standards, compliance and values. Moreover, the changing patterns of care, and service requirements in a specific field of care is also identified and addressed by the Board. The financial policies are also implied in which the investments in the specific areas are specified on the basis of the cost and benefit analysis. Similarly, the funds are allocated for the technological advancements and non-profit objectives while maintaining and strengthening the strategic contracts with suppliers and insurance providers (Arnwine, 2002).
The policies and initiatives that enhance the total quality and efficiency are developed and delegated to the management in order to ensure the achievement of the strategic objectives. The Board ensures that the organization remains responsive towards the community needs with respect to the prevailing health related concerns. The community needs are addressed by the effective allocation of resources, development of policies and development of effective action plans by the Governing Board (Arnwine, 2002).

Moreover, it also enlightens the effectiveness of the organizational procedures that incorporate the conduction of operations on time (Grigoroudis et al., 2013).
Value Proposition Metric
The Value Proposition Metric helps in identifying the extent of acute myocardial infraction and patient mortality rate, which eventually indicates the effectiveness of treatment. The patient mortality rate is observed till the duration of 6 months after discharge, which also helps in determining the extent to which outpatient care has been effective for the patient. It is a performance indicator and can help Middleville Regional Healthcare to enlighten the performance outcome with respect to the healthcare outcome of the discharged patients (Grigoroudis et al., 2013).
Economic Value Metric
The Economic Value Metric helps in determining the expense per patient and is also considered as a prominent performance factor. It helps in determining the organizational expense per patient, as Middleville Regional Healthcare is a non-profit organization and hence, it can enlighten the expense that has been utilized per patient. In this manner, the organization can incorporate adequate measures to decrease the expense while ensuring the quality of care provided to the patients. It can also help in determining the most prominent factors contributing to the overall expense of care and hence, the organization can incorporate adequate measures to hinder the cost incurred by such factors (Grigoroudis et al., 2013).
Recommendations to Maintain Competitive Advantage
The high number of births observed in the statistics of competitors is considered as an opportunity for the Middleville Regional Healthcare. It is evident that the high number of births is hospitals is related to the prevalence of organization’s capacity, which eventually attracts the number of patients to consider their option to get enrolled for delivery in the hospital. Similarly, the provision of attractive delivery packages by means of quality and services can also help in increasing the number of admissions in the hospital for delivery procedures.
The Middleville Regional Healthcare has been addressing a large number of OP visits on a yearly basis, however, its competitors are also facilitating OP visits at a higher rate. In this instance, the Middleville Regional Healthcare has an opportunity to enhance the dimension of the services that are offered during the OP visits and initiate a prevention programs and initial diagnosis of chronic diseases in order to increase the total number of OP visits. The significance of prevention programs in the current era has been increased due to the increasing number of chronic diseases since the last decade. In this instance, the citizens have become more inclined towards ensuring that they are not prone to possible chronic diseases (Ahn et al., 2013).
The increased focus on the maintenance of healthy lifestyle, nutritious food intake and focus on initial diagnosis of chronic disease provides the Middleville Regional Healthcare with the opportunity to offer healthcare programs. In this instance, these healthcare programs can enlighten the patients with the adequate knowledge and direction to maintain a healthy lifestyle and consume nutritious food in accordance with their healthcare outcomes. Moreover, initial diagnosis of chronic diseases will increase the number of patients that are facilitated by the hospital, whereas the initial diagnosis will also help in the effective treatment of chronic diseases since the early stage of disease (Ahn et al., 2013). In this manner, the organizational objective towards increasing the efficiency of healthcare services and meeting the healthcare outcomes of patients will be achieved effectively.
Cost and Benefit Analysis of Technological Advancements
The Electronic Medical Records (EMR) incorporate the patient data in an electronic format which is easily transmitted and shared to the related departments and physicians in an effective manner. It helps in better decision making and makes the provision of care efficient by the organization. It also helps the physicians and healthcare consultants to overlook the progress of patients without being physically present with the patient and hence, helps in determining the prevalence of abnormalities in the patient’s reports and current healthcare status. It makes the healthcare services more responsive towards the wellbeing of the patients, which eventually increases the productivity and efficiency of the healthcare organization (Choi et al., 2013).
It is estimated that the average amount of investment required for the implementation of EMR ranges between $200,000 to $250,000, which is not generalized for every healthcare organization. However, the benefits of this investments are considered adequate enough to initiate the implementation plan of EMR and these benefits are observed to be constant for the healthcare organizations. The training of healthcare staff to become adept at using EMR is considered to be a prominent factor in increasing the amount of investment and hence, this factor is required to be addressed in order to make the implementation mechanism more cost effective (Choi et al., 2013).
In this instance, the user-friendly control panel for the EMR is suggested to be incorporated in the organization so that the healthcare staff can become adept at this technology in an effective manner. The initial training for the healthcare staff to incorporate the effective use of EMR can be hindered by offering the virtual training mechanism, in which the healthcare staff can be trained remotely and can learn the utility of the EMR. The organization has to conduct a need analysis in order to determine the need of the EMR by means of analyzing the number of patients that are facilitated by the organization and the number of employees that currently work on the maintenance of patient records. The increased number of patients and employees engaged in the maintenance of records indicates that the organization needs to incorporate the technological advancements to maintain the patient records electronically (Choi et al., 2013).
The budget analysis and allocation of budget is required in order to hire the EMR consultants for the effective implementation of the EMR system. The supplier for the EMR system will be selected on the basis of their quality, system and cost. It is necessary to integrate the EMR with the workflow of the organizational procedures to reduce the occurrence of further hindrances in the execution of EMR. Afterwards, the training of the employees will take place in order to make them familiar with the usage of EMR. In some cases, the supplier of EMR provide trainings to the employees in order to use their system in an effective manner. Therefore, the cost of implementation can be reduced, however, the effective monitoring of the EMR system will be required to ensure that the system is efficient enough to remain compliant with the organizational structure and work processes (Choi et al., 2013).
Recommendations to Retain and Satisfy Employees
The employees are required to motivated in order to remain engaged with their work related objectives and organization. In this instance, the Human Resource Management is required to develop a career development plan for the registered nurses and clinical staff, which addresses their career need by means of providing them with the future employment prospects. Moreover, the nurse leaders are required to incorporate transformational leadership in order to keep the nursing staff motivated (Palmer, 2014).
In this manner, the nursing staff will be mentored, trained and empowered to carry out their work related responsibilities, which will eventually help them to utilize their knowledge, skills and abilities at their full potential. In this manner, the nurses and clinical staff will remain challenged, which will also motivate them to consider working with this organization for the long-term. Moreover, the nursing leaders and Human Resource Management can make the nursing and clinical staff highly inclined with the objective of the organization and acknowledge their contribution in the organizational objectives and wellbeing of the citizens and hence, it will help in employee satisfaction and retention in an effective manner (Palmer, 2014).
