Introduction
Nowadays, MDPD is one of the most innovative police departments of the country. The DRNC Conference is about to take place in Miami and the major of the city should do everything possible to prevent riots and strikes. Before taking measures on preventing riots, I, as the major Warrant, should analyze why MDPD has become the most innovative structure in the country, as well as the reasons for it becoming less successful. In this report, I will analyze the factors, as well as the measures that should be taken to encourage police officers becoming more innovative and initiative. Besides, I will suggest several ideas how to overcome barriers to new ideas. The city is about to host the DRNC Conference and I am to do all I can to make it the best Conference in the country.
Factors
The history of innovations of MDPD started right after the riots. At that time the new innovative structure called MFF (Mobile Field Force) has been created. The Mobile Field Force was to deal with civil unrest. Later, the model of Mobile Field Force has become the main model in dealing with civil unrest in the entire country. However, this was only the first step in passing innovations. The police department has to keep on the tempo and provide new ideas. On the other hand, the reality was the opposite.
The problem was that most of police officers were rather old and conservative. They thought that nothing had to be changed. The problem was that they stuck in one point of the development of the police department and did not want any police officer move further. One of the brightest examples of such conservative conduct was the idea of implementing bicycle patrol groups in the city. However, the chief officers refused to implement this practice.
Moreover, in the beginning of the twenty first century, it became clear that the Mobile Field Force strategic did not work. The point is that new methods of rioting appeared and police department had to learn how to deal with them. Approximately at that time, the oldest and most conservative representatives of the Mobile Field Force Training Committee have been fired. This helped the Miami Dade Police Department and Miami Police Department return the status of one of the most innovative police departments in the country. I suggest that the leading factor in blocking the process of implementing new ideas was old police officers, who were conservative and did not accept the fact that innovations were significant in the development of the police departments.
Motivation
There are different kinds of motivation. In general, motivation is divided into moral and material. Moral motivation is when a person is motivated by words or actions in return. Material motivation is when an individual is motivated by money or some prize. Police officers are tough people, who are difficult to impress. The point is that most police officers work not for any reward but for making the world better. It is difficult to find a motivation that will encourage police officers present new ideas.
Another aspect of the problem is the problem itself. The task is to design new tactics to improve crowd control level. On the one hand, police officers are not willing to use the force as long as possible. They do realize that people against them are the same individuals, citizens of the country, as they are. On the other hand, it is clear that rioters should be stopped to keep inhabitants on Miami safe.
Before encouraging police officers to invent new tactics of crowd control, I would try to explain why new tactics are needed. Obviously, the tactics police officers use nowadays are working. On the contrary, we should try to use the least force to stop a protest or a riot. This is the first step in inventing new tactics. The point is that police officers have to understand why I demand that ideas are presented so fast. I worry about the participants of the Conference, as well as about inhabitants of the city of Miami.
The next step is to encourage them. In this case, I would use the tactic of competition. The point is that police officers would not agree to accept any material reward, because almost all of them are working to make the world better. The idea is to organize debates or simple discussions. Every police officer, or at least, every team, is to preset ideas on improving the crowd control tactics. During the debates, opponents will try to find disadvantages of every new idea. The tactic with the least amount of disadvantages will be used in the future. The point is that police officers like to compete. Moreover, discussions will help not only find a new idea, but, most likely, invent a new tactics together.
Barriers
When making up a discussion or a competition, presented in the previous part of the report, it is significant to remember that some police officers are conservative and against implementing new ideas. I suggest that work with such officers will be the toughest part of the task I have. On one hand, the best and fastest idea is to fire all old officers. On the other hand, in such a way, I would show my unrespect to them. This will damage not only my reputation but also their trust to me.
The first thing I suggest is to conduct a lecture where the advantages of innovations are explained. The main idea is not to force them accept innovations, but let understand their significance. Another lecture can be a discussion of disadvantages of old methods and tactics and compare them to disadvantages of new tactics that have been invented by police officers of the Miami Dade Police Department of Miami Police Department or police officer from police departments all over the country. The idea is to compare past experience with new innovative ideas. Besides, such police officers are experienced and skilled. Hence, it will not be difficult for them invent new tactics. In this case, I should encourage them morally to be actively involved in the process of inventing new tactics.
Conclusion
In the report, I outlined the main worries of implementing new innovative ideas, as well as factors that made me worry about that. In the last part of the report, I outlined possible solutions. Miami is the city where police officers are innovative and become role models for police officers from the entire country. Besides, the city is the host for DRNC Conference. Hence, I, as the major of the city, should strive for making the highest quality Conference. I should present new ideas on protecting the members of the Conference, as well as inhabitants of the city. This report was aimed at providing my tactics in achieving this aim.
