The Constitution is considered one of the most important tools of a nation. It dictates the president power, as well as, regulating the relationship between the president and the congress. The political system of the United States, values the relationship between the president and the congress. However, the Constitution does not put into consideration the relationship between the president and the congress. The Framers of the Constitution brought tension between the congress and the president by according the power to start or end war to the Congress, instead of the president. It was not proper for the congress to be more powerful that the president, because the president is supposed to have power over the congress.
The tensions between the president and the congress were on the balance of power. The president and the congress had different responsibilities. The fact that the Congress had the power to authorize wars brought tensions between the president and the Congress. Several scholars and philosophers thought that the power to start and end war was better off accorded to the president. The Constitution of the U.S. gives power to the Congress to declare wars. On the other hand, the president had the power to wage wars because he is the commander in chief. In this case, the congress had the power to start and end a war, while the president could only wage the war efficiently after the congress had authorized the war.
In the current world, people have stood strongly against giving the Congress too much power. In fact, all the governments including the democracy parliamentary have never given a legislative body to authorize war. Instead, they give such powers to the single most powerful and unified commander in chief to authorize war.
