Public Administration- Policy on Technology Issue
The current era and world is going through a phase of perilous economic time. The governments are trying their best to develop different types of policies and strategies which should be compatible with the requirements of the market. Moreover public policies are developed and implemented for the betterment of economy, improvement in the life style, provisions of jobs, security of the public and alike (Matei & Băieşiu,2014). Due to the globalization, the competition in the market is increasing, and governments are ready to invest their resources in the private sector for achieving the targets in the short term and long term period. The private sector is considered as a backbone for any kind of economy, and this is the reason that even a country like the USA is trying its best to support the private sector, and this procedure is being carried out with the help of different kinds of strategies formulated by the professional experts. The public administration is essential for the welfare of the people because the government allocates the resources in order to achieve the targets, which are directly related to the benefits of its citizens.
White House Issue
As mentioned earlier; the market dynamics are becoming complex, so in order to achieve a reasonable economic growth, the government needs to invest its resources in diversified opportunities. This approach will help in achieving the objectives by minimizing the risk, and one of the best-diversified opportunities available for the government of USA is in the form of investing in technology.
The world is recognizing the USA for its technological achievements, and they have achieved their progress through own government organizational framework and obviously through the achievements of its private sector. The White House has already started taking an interest in the technological issues, and they have given their policy statement about this issue. The Obama administration has stated that technology is an essential ingredient for the economic growth and job creations; this statement shows that the major portion of the public administration in the future will be based on strategies that are compatible in solving the problems related to the technological issues. The White House has already taken many steps related to cyber security, internet policy, patents, advanced manufacturing, learning technologies, robotics, tech hire initiatives and so forth. This shows that the White House is interested in maintaining the entrepreneurship spirit by ensuring that the economic growth is on the right path (Whitehouse.gov, 2015).
Public Policy
If an analysis is being carried out on the governing history of the world, one of the most important factors involved in this analysis will be the public policies formulated by different governments around the world (Bohne, Graham & Raadschelders, 2014). The reason is that the public policy is basically a mean by which a government addresses the issues and specific needs of its citizens through different kinds of actions defined by the constitution. The public policy should have the capability of addressing all the important issues related to the industry for which it is being formulated. This is important because this policy should create jobs and should also protect the interests of the people involved in this industry. If we analyze the sector of technology, we will find that the governments around the globe are allocating a large amount of resources in this sector for giving the private companies a competitive edge in the global market.
The technological sector of USA is already developed with a legacy, which represents entrepreneurs like Steve Jobs, Bill Gates, Larry page and so forth. The public policy implemented by the USA government should help in maintaining this legacy and should also help the companies in competing with the world. Among the other policies “substantive and procedural policy’’ can best define this technological policy issue because it is all about what government is going to do and how is going to do (Bohne et al., 2014). This policy explains that the government formulated laws and adopted approach that will influence the future of the technology sector.
Policy Modification
The theoretical assumptions can get different from the practical results; this is the reason that to achieve the objectives, it is necessary that different kinds of modifications in the policies should be carried out with the passage of time. The policies are made for the benefits of the citizens, and if they are not providing results up to the accepted level, then steps should be taken to bring some changes according to the ground circumstances (Bohne et al., 2014; Suwa & Jupesta, 2012).
As discussed earlier that the most suitable public policy to deal with the issues of technology is substantive and procedural policy, but it is also essential that the companies should get less dependent on the efforts executed by the government (Ctb.ku.edu, 2016). It is a fact that the resources allocated by the government help them in achieving the targets associated with the public policy. There should be certain kinds of modification in the public policy so that all the challenges need to be undertaken in the short term and long term period. The policy should be modified in a way that, the maximum benefit can be achieved. The modifications such as sharing the responsibilities between the government and the private sector, and as well as decrease in the current tax rate will create a positive impact on the issue. The modifications such as formulating new laws and getting a dependence on the international companies will create a negative impact on the technological issue. So it is really important, that proper analysis should be conducted before performing any modification in the policy.
The Constitution
The government's around the world exercise different kinds of powers according to the constitution. The President and Congress work together in order to develop policies, which directly create an influence on the issues faced by the common people. The US constitution gives different responsibilities to the President and Congress on different issues, but still the power of making different kinds of laws is being controlled by Congress (Addington, 2012; U.S. Capitol Visitor Center, 2016). A bill or a proposed law only becomes a law if the House of Representatives and the Senate approve it in its original form. Let's take the example of cybersecurity reform bill in recent years; the Congress could not be able to pass this bill because the government doesn't have the majority support in the House of Representatives and in the Senate. This shows that the white house intention of solving the technological issues suffered from the balance of power between the Congress and the President.
The Congress and the President should take different kinds of steps which should directly benefit the companies operating within the sector of technology. In dealing with the weak economy the USA elected leaders should stop spending too much money and should get less dependence on borrowing, they should start more focusing on the private sector. It is also important that the government should not unnecessarily interfere in the marketplace; this kind of an approach will definitely help the entrepreneurs to invest and create different kinds of jobs. Congress should allocate its resources and powers for making different kinds of laws with the help of which it becomes easy to implement pro-growth policy and job creating a new flat tax. In addition, the appropriate focus should be given to the development and use of internet policies by taking in confidence the suggestions of professionals working in the sector of technology (Addington, 2012). Along with this, other methods such as the representation of the technology sector in the Senate as well as in the White House may help the companies to present their point of view in front of the elected representative. This representation can be in the form of special seats in the House of Representatives or in the Senate.
