Project Description
Company managers are faced with growing pressure to improve on the performances of their organizations. Given the high competitiveness of the business world today, achieving these objectives may at times be challenging to managers. This study sets out to determine the impact of e-governance and the role of human resource development in improving organizational performance. The study will seek to determine how managers can harness on the effective use of these vices in meeting their organizational performance objectives. The project is targeted at top managers and executives in both for-profit and non-profit organizations.
Current State of the Project
The technological improvements witnessed in the field of information and telecommunication has led to major improvements in different organizational areas alongside other aspects of the society. In addition, changes in the business environment brought about by globalization have led to increased competition among companies. In such cases, managers are facing increased pressure to boost their performance by exploring more organizational competencies. Human resources have been noted to be a main competence within organizations. To enhance their efficacy and lower their costs, human resource managers must enhance labor productivity. In the globalized world, there are increasing challenges in human resource management and knowledge management. Unlike the case in the past, managers are now forced to contend with different national cultures. However, the globalization of human resources also presents several opportunities to managers. Particularly, the diversification brought about by globalization presents a learning opportunity for workers within a firm. Human resource development in the global context therefore presents a great opportunity for managers to boost organizational performance (Sims 10). It is upon such context that this research project is based. The growing need to improve the performance of firms necessitates the implementation of strategies geared towards the same. Advancements in information and telecommunications as well as human resource development in the global context form among the major competencies that can be used to improve organizational performance.

This study has been set out to address the following research objectives:
Critical Review of Literature
Hameed and Al-Shawabkah argue that the advancement in information technology has transformed the way in which managers run their organizations. According to them, the capacity and efficiency of workers in organizations has been greatly improved owing to the use of technological advancements. They use examples such as electronic archiving, and electronic control to demonstrate ways in which organizations have moved away from the traditional ways of carrying out organizational duties. They are therefore able to attain higher efficiency through saving time in retrieving data among other duties. Additionally, the capacity of storing information has been greatly increased by advancements in information technology and communications. Obi supports this argument when he posits that government organizations can benefit greatly through e-governance in projects. According to the author, the information age has been characterized by both challenges and opportunities. The internet has enabled for more efficient sharing of information and can boost learning within an organization. With higher knowledge within the organization, the performance of the workers is likely to improve.
On the other hand, Wilson argues in terms of human resource development when he posits that training and organizational learning should be among the major human resource practices to be embraced within an organization. It is the author’s view that human resources are the major source of competitiveness in organizations, as they form a major link between the organization and other stakeholders. Through improved labor productivity, an organization is able to effectively improve on its performance. Sims is of a similar idea through his argument that the efficiency of human resources is not attained through the number of workers, but rather through the output per worker. He argues that higher organizational performance and motivation can be attained by subjecting employees to development programs such as training, seminars, and other interactive forums within the organization (Simsb 1).
Basic Information Sources
The paper will rely on secondary sources of information. To ensure the credibility of the data reported in these studies, only credible sources will be used. These will include journal articles, books and credible reports. Sources that report on real-life scenarios in companies will be highly prioritized. As such, journal articles representing the collection of primary research will form the backbone of the paper. Similarly, data from companies that embrace human resource development and e-governance will also be employed in the research.
Research Strategy
Given the nature of this research study and the resources available, it will adopt a systematic review research design in attaining the set objectives. A systematic review is a form of research that seeks to draw on the knowledge provided by existing literature on a particular topic. Researchers using this research design are involved in the appraisal of the existing literature. In most cases, this research design is applied in areas where there exists a wide literature. In such cases, a systematic review is used in consolidating the findings of different researchers.
Methodology
The literature to be included in the systematic review will be chosen based on its credibility and validity. In this case, the most recent available data will be used in composing the systematic review. The types of sources to be relied on will depend on the information being sought. For instance, scholarly journal articles and books will be the main source of information when sourcing for theories and concepts to evaluate the findings of the research study. On the other hand, when sourcing for recent information and statistics, the use of credible websites and reports will form the main source of data. Bartolucci and Hillegass are in support of this approach when they posit that the credibility of a systematic review is dependent on the credibility of the sources used.
The sources to be used will be searched using the Google search engine. The results obtained from these searches will then be evaluated for credibility and reliability before being considered for inclusion. E-books will also be obtained from this search engine. For scholarly journals, both ProQuest and Google Scholar will be the preferred sites. The data obtained through the systematic review will then be analyzed using both qualitative and quantitative analytical methods. Based on the research objectives set, most of the data obtained is likely to be qualitative. Analysis of this data will be done by comparing the views presented by different scholars and then evaluating their implications. The research will draw on relevant theories in arriving at its conclusions. Lastly, the implications of the data obtained from this study will be discussed.
