The CIA is an investigative organization which was set up by the United States of America. It is an organization of paramount importance when it comes to national security and intelligence affairs. The National Security Act of 1947 and the Intelligence Reform and Terrorism Act of 2004 strengthen the legal framework of the CIA which has been involved in various important cases till date.

Then, the information which is gathered is forwarded to the leaders of the nation and the policy makers for their consideration. Thus, CIA has always played a very vital role in running the state properly. The organization has been greatly instrumental in exposing and countering plots to attack the nation. The CIA has also been able to provide very important information regarding impending national disasters.

MKULTRA was a project which was indirectly funded by the CIA. It dealt with the research and development of biological, chemical and radiological materials which could be utilized to control human behavior. This secret program was set up of 149 subprojects which got assigned to various universities and institutions. Another very important aspect of these intelligence experiments was that they were conducted without any authorization from the Executive or the Congress. Thus, the program was not consistent with the US laws.
John C. Sims and Sidney M. Wolfefiled requested for information about this program relying on the Freedom of Information Act. They wished to know the names of the institutions and the individuals who were involved in the procedure of the experiments that were carried out under the MKULTRA program.

The case was fought in courts and finally it reached the Supreme Court of the nation. It was finally concluded that the Director of Intelligence Agency had the authority to safeguard intelligence information from becoming public.
The court further said that the Director of Central Intelligence Services could very well withhold the names of the researched who were involved with the MKULTRA program. The protection of the citizens who submitted intelligence and information was of utmost priority and it could not be compromised in any way.

The organization has been of omnipotent importance in several cases ranging from those aimed at economic prosperity to that of the whereabouts of Osama bin Laden, the terrorist who was behind the 9/11 attacks. Thus, it is impossible to deny the huge contribution of the CIA in averting various national disasters which could have led to colossal loss.
Thus, the CIA is to be given credit for the political stability of the nation and the organization should be strengthened so that it can serve the nation even better in the future days, ensuring a better life and security to the general masses.
