Social norm is a necessary and relatively stable element of social practice, which serves as a tool of social regulation and control. The social norm is embodied in the the laws, traditions, customs, ie around what has become a habit, firmly established in life, the lifestyle of the majority of the population, supported by public opinion, plays the role of "natural regulator" of social and interpersonal relations.
When deviant behavior should be understood as an act of human action that does not correspond to an established or actually prevailing in the society norms.In most cases deviates from social norms of behavior corrected through social sanctions. Weak and sporadic deviations form relating to violation of the order of interaction between people, public opinion recorded and corrected immediately and situational participants interaction. Methods and means of struggle with constant deviation determined by public opinion or the interests of the ruling elite, depending on the degree of danger deviations.
Often social rejection act as a means of developing a system to overcome the conservative and reactionary standards of conduct that is played a positive role. Negative forms of deviation (crime, alcoholism, drug addiction, prostitution) is a social pathology. They dysfunctional bring significant damage to a particular individual and society as a whole.
Behavior that is rejected, often serves as the basis, the beginning of accepted cultural norms. Without it, it would be difficult to adapt to the changing culture of social needs. Deviant behavior in one society may be considered as normal in another. It depends on the characteristics of society, culture and universally accepted laws and norms.
Let’s take homosexual marriage as an example of deviation. For post-soviet countries it is considered to be a deviation. And countries like USA, Netherlands have another meaning for it. Maybe it did not became a norm yet, but it is not a shock for society anymore and not a reason for accusations of deviance.
