Introduction
One constant theme in the war on terrorist act is that the human intelligence segment of the counterterrorism needs to immensely improve in turn for all agency to be victorious at their objective of getting rid of the threat or preventing any disastrous terrorist event. An immediate circumstance such as a terrorist attack requires specific tactics in communication, which will be utilized by both the commander and his/her designees. Having known the evolution of communication system in the military and the setbacks that have previously occurred on war against terror, specific tactics of communication are essential
Communication tactics are essential, in previous years, terrorist have been accessing the communication system of the state agencies. The communication within or outside these agencies should be encrypted to prevent leaking of information from the agency to the terrorists. Any information flow should use the new electronic scrambling of radio broadcasts which uses the electronic scrambling of radio transmission. This will permit communication to be encrypted with ciphers, which is complex for terrorists to crack. Any communication from the civilians who have information on terror should apply the same communication system.
Communication line system aims at resolving terror events or preventing further occurrence of property destruction or loss of lives. At the local, state and federal levels, the lines of communications may be busy and jammed although there should be some respite on the federal level as a result of the provisions of the Patriot Act.
Crisis or emergency disclosures of electronic means of communications to protect lives from terror act should be allowed. The Internet Service Providers should disclose any relevant information to the authorities using the encrypted lines. The previous law did not have provisions for emergency revelation. The position has since changed, and, therefore, if internet services provider (ISP) detect plans by one of their customers to execute an act of terrorism, the ISP should be accountable for revealing that information.
An ISP should disclose content and other details when it convincingly believes there is an urgent situation that involves the immediate hazard of fatality. It is also necessary for the intelligence agencies to access and monitor flow of information in communication systems so that they can easily trace any form of communication that could jeopardize lives of citizen. Wiretapping should be allowed among civilians to convey relevant information on terror. There must be credible cause to justify the objective of the wiretapping. This could be suspicion of being a member of a foreign terrorist group. If it involves a United States citizen, there should be a reasonable cause that the individual is engaged in criminal violations.
Conclusion
The challenges of defending the state’s borders and a whole nation from terrorist action in current times call for America to change track. Many believe that there is much that the state can do to prevent and reduce the impact of terrorism activities. There has to be a policy and program changes for purposes of securing the nation in order to have a safer nation. One of the policy changes is on the communication systems in which specific tactics should be utilized to curb terror.
