Introduction/ Thesis
In the past a person who served in the military 20 or more years were given a substantial benefits package upon retirement. In 2015 the military retirement system in the United States changed. This paper will look at how the changes in the retirement plan will affect military retirees’ retirement pay, life insurance, and medical.

are non –career military to increase the amount of money available to them upon retirement. The National Defense Authorization Act which was implemented in 2016. Automatically enrolls new troops into the Thrift Savings Plan at 3 percent of their pay. The savings plan is then matched by the government at 1 percent. This is comparable to the retirement savings program currently used for federal civilian employees. This new program would only affect new members of the military. This is because all current service members are grandfathered into the old plan. Nevertheless, it will be possible to opt into the new savings plan. The source speaks to why it was necessary to implement a change to the military retirement policy and to what those changes entail for current and retired members of the military.

The article tells about TRICARE which is the military’s medical care program. It describes the
rates and the reason behind the new enrollment fee. According to the new version of the military’s healthcare program that was detailed in President Obama’s 2017 budget. In 2017 all retired military service members will be required to pay an annual TRICARE enrollment fee. There would be two TRICARE options rather than the numerous choices beneficiaries have currently. They can either choose TRICARE select which is comparable to a HMO and require the use of military hospitals and treatment facilities or a person can choose TRICARE choice, which costs more, but is like a PPO. It is necessary for members of both plans to pay an annual fee to participate in their respective programs.
Currently military enrollees do not have to pay fees to participate in the program. In the future if an enrollee does not pay their participation fee, then they would lose their TRICARE coverage for the current year. The changes in the plan would not affect those who are currently in the military. The new system would not require those who utilize the military treatment centers to pay any co-pays. There is also the proposal that suggests that individuals currently enrolled in the TRICARE-for-life program be made to pay a fee to enroll. This fee would be based on one’s income.

This article helps to describe the new plan and how it will affect both active and retired
members of the military. The new retirement plan will not only provide a way for the
government to recognize the service of any members of the military, who has served at least two
years. It will likewise bring Defense Department retirement benefits more in line with those
offered by the private-sector. This will increase the amount of military members who see retirement
benefits from one in five to approximately four out of five. The article is important because it
provides more clarity on how the new retirement program will affect enrollees.
