In the passage, Socrates asks if it is possible to be implemented in reality just as it had been conceptualized theoretically. This query from Socrates to Glaucon is indicative of the reasoning as to whether the city that he envisions as a philosopher is indeed realizable. In his thinking Socrates indicates that the paramount question was what a great city would be like instead of the question as to whether such a city can indeed be constructed. There is idea was that it would not be disastrous if such a city cannot be proved that it can insist but that the idea alone carries a lot of value.
Socrates queries if indeed it is a must for the realities that a city becomes to be less in comparison to the theory that the city is derived from. In short, he wandered whether a theoretical city cannot exists exactly in the form as it is theorized. With the theory being brought forth by philosophers and the realities of a city being governed by rulers, would there be a perfect philosopherrulers?
Socrates is left wondering if indeed the city he envisions can be developed in reality. He opines that if philosophy and ruling are that much different, it would be unrealistic to expect these two qualities to both occur in an individual. In his definition he states philosophy as being contemplation being directed towards someone intelligible whereas ruling as being more practical leading to realizations.
