The speech "California is on the Mend" Let's "Prove the Declinists Wrong Once Again" was given by Jerry Brown, Governor of California. She gave a speech to a Joint Session of the State Legislature, Sacramento, Calif in January 19, 2012. The article is about how the state rose from a structural deficit of over $20 billion US dollars through the reduction of the state’s borrowing cost. The speech also talks about how the state transferred the essential functions of the local government closer to its people. According to Jerry Brown, her primary goal was to balance the budget with a momentary extension of the prevailing taxes if the voters were approved. Jerry Brown in the entire speech continues to explain how he intends to accomplish the primary goals.
In the speech, Jerry Brown does mention some of the developments he wants enact. For instance, he does provide of the ways in which job stimulation can be enacted. He does also propose of a way in which he can build renewable energy sources by the year 2020. Jerry Brown does also provide of a way of reducing pollution and greenhouse gasses. Jerry Brown does provide a way for improving the schools in the region and a reform for the pensions. Lastly, he does also provide a way in which people can ensure that prison realignment is working in order to reduce recidivism.
As per my views, I do think that the audience had a positive attitude towards Jerry Brown’s speech. Notably, a speech should engage the audience; convey all the ideas in an ordinary and logical way and at the same time use reliable evidence to support the points. For Jerry Brown, in his speech does convey a message to the audience in an ordinary way. He does also provide substantial evidence to support some of the facts he was pointing out in the speech. Additionally, Jerry Brown did convey his message to the audience because he had to explain that his topic was crucial. He also had to think about how he can relate the listeners and get them to agree and relate to his topic. Even though, the speech is long, he keeps reminding the audience the main points and what the speech was all about. This is possible as he keeps on linking the earlier main point as he wraps up any new point in the speech.
If the message in a speech is saturated with statistics, acronyms or any highly academic language and at the same time is overloaded humor, the audience is expected to be confused about the massage and at the same time joyful. The reason as to this is because; first the audiences do not understand the message of the speech due to the many statistics acronyms and the high academic language. They may not understand if their level of competence is not like the same as the level of English or statistical analysis. Secondly, the audience may be joyful due to the presence of humor in the speech. Mainly, they will concentrate on humor and end up forgetting the message of the speech.
If the speech uses one or two statistics for punch and dramatic impact, or a couple examples of humor or anecdotes to illustrate a point, the audience will completely comprehend the message and the message will be conveyed properly to the audience. It is known that when anecdotes are incorporated with a main point in a speech, the audience tends to relate to the anecdotes with the main point and once they remember the anecdotes, they end up remembering the main point of the speech. Therefore, the message of the speech will be conveyed properly to the audience.
