The framers were concerned with both individual and militia rights which motivated the second amendment. It was an individual responsibility to fulfil the civil duty of service. Many American citizens were frightened as they thought the national government may crush the thirteen states militias, which included soldiers with home based guns. Secondly, the law rules will not ban large capacity magazines from dealing with firearms. Lastly, a smart gun technology to be used on the smart gun will prevent accidental gunshots and allow tracing of lost and stolen guns, hence minimizing the extreme cases of gun shooting.
