When we are living in a global society it is significant to determine the means to engage in the relation across our own boarders. Involvement in many interactions and integration in political, economic and social values are fundamental elements for the survival of each country. Therefore, it is very essential for any leader of a country to have sufficient knowledge about the policy and laws affecting various countries across the world. The effective leader must have a prolific knowledge about the national laws and policy, international bodies, such as NATO and UN, and the statute as well.
In the modern world, the conduct of the foreign affairs has become a complex and difficult matter to handle. The requisites for the effective participation of the country in the world affairs include national political stability, negotiation of national policy and international agreements, technical experts, and intelligence systems (Walter, Laves & Francis, 1944). A country has to be well informed and constituted of these elements to be able to interact with the other countries in the foreign affairs.
Effective participation of the country in the world affairs is determined by the political stability. A government of a sovereign state or a country must be politically stable in order to effectively offer the public goods. Lack of transparency and corruption in the government body of a particular country are main issues that trigger unfair elections that lead to political instability. Therefore, a country must be free from intrastate conflicts and interstate conflicts in order to enhance it relation with the other countries. Thus, an effective participation of a country is highly linked with the political stability of that country.
With the increased globalization, each country has to be prolific in negotiating on the international policy and agreements. The defined law and policy should enable the country to bear effective and positive actions on the other country. For instance, various countries have engaged in the multilateral agreement. This is taken to be a significant measure for nations to steadfast fundamental issues by establishing common grounds and steadfast potential and actual differences among countries. Such agreement provides a country with necessary negotiations to enhance better interaction with the other countries in the world affairs.
As the world continues to show positive and rapid development through the technology, travel and communication, high demand arises for the experts in the international affairs. A country should therefore invest on educating and training experts on the international affairs. This measure would help a particular country to mobilize a team of expert that would help in legal advice on enhanced international affairs. The team of expert would be effective in guiding a county in out of boarder relation regarding political, economic and social issues.
As a result of the Cold War, various institution and sovereign countries acquired intelligence systems beyond their optimal. This system has positively helped different countries to acquire effective interactions in both authoritarian and democratic society through secret services. For instance, a country can acquire the use of secret service that is responsible for covert action and foreign intelligence collection (Shapiro, Hardin, ASPLP, & APSA, 1996). Well-developed intelligence network should be established in a country or in a region to support issues such as liberation. An effective revolutionary armed forces and military counter intelligence are also views as significant determinants of countries participation in the international affair.
Question 2
Any leader in a given country is prerequisite to be embodied with outstanding leadership skills. This is because of the fact that, the leaders are delegated to make decisions concerning the public of the nation, and those decisions may result to bad or good impacts to the living of the society. It is due to this reason that the leadership is defined by the action taken by the leaders to make effective decisions and how the leader responds to the results. A good leader should therefore hold accountable for the results of each decision made, be it positive or negative (Goldsmith, Baldoni, & McArthur, 2010). The leadership skills that enhance decision making are therefore explained below.
Vision
A good leader should create a vision on what he wants the country to achieve in future. The leader must decide where he wants the country to be, in terms of the international relationship with the other countries, within the time frame (Hargrove, Owens, & GPSA, 2003). He/she must therefore decide on the direction and measure to take to enhance that the country has achieved its goals such as political stability and negotiation on the international laws and policies. The leader must determine what changes he/she will make in their role and why they do that in order to be effective.
Political competence
A good leader of a particular country should have the ability to recognize the things that they can and cannot take into control. Such leader should be able to determine those people or countries that will oppose their agenda and those that will work in favor of their agendas. A leader with political competence should have knowledge on mapping the political terrain of a country, net influential leaders on their side and lead various coalitions. These core competence with hence help the leaders to relate with public and other counties across the world.
Effective ideas
A leader should also have ability to formulate effective and good ideas when carrying out national and international activities of a particular country. The ability of making good ideas is the touchline of all the actions that are carried out in any country (Goldsmith, Baldoni,& McArthur, 2010). A good and successive leader must therefore be able to not only develop good idea but also understand the needs of the other countries, acquiring positive and close relationship with the other leaders of different countries. He/she must as well use the ideas to enhance participation in the international affairs.
Undisclosed honesty
A successive leader knows that sometimes honesty is challenging since it makes some one vulnerable. Honesty illustrates the real personality of an individual and may disclose the mistakes that are made by leaders. This disclosure provides opportunity to other leaders of various countries and are ought to criticize or refuse openly the agenda of that country (Hargrove, Owens, & GPSA, 2003). Since honesty develops leadership and enhances trust and credibility, that honesty should be disclosed for the betterment of that country. An effective leader should be able to balance his honesty to the other countries by being able to predict their consequences.
Conclusion
For a country to acquire a maximum participation in the foreign politics, economy and social aspect, the public has a major role to play. They should elect a leader that has all the qualities required not only on the domestic issues, but also on the foreign matters. No doubt that with the above qualities, such a leader is able to move forward the agendas of the country hence development.
