Introduction
Ever since Azerbaijan achieved its independence, it has enjoyed successful foreign policy relations with Russia in the region. However, Moscow/Baku relations have changed since the collapse of the Soviet Union, on occasion balancing or bandwagoning. In general, Azerbaijan is known with much renown as the only former Soviet republic that is neither ‘pro-Russian nor pro-Western'.
