Abstract
Foreign policy is a set of strategies that a state formulates so as to safeguard its national interests. The constitution of the US divided the power of foreign policy formulation between the congress and the president. The two bodies each play important roles in the process. In the United States, the power to formulate foreign policy lies between the president and the Congress.
