Introduction
Public concern is escalating on children engaging in crimes at an age below thirteen years. The young offenders are at a great risk of becoming extremely violent and dangerous criminals if appropriate intervention and prevention to curb their behaviors is not initiated. The number of child offenders handled by juvenile courts is on an upward trend since 1997 when the numbers of child cases was about two hundred thousand children below thirteen years.
