Public sector projects are an essential aspect of development and service delivery. Every government’s role in development is to deliver services through various sectors. Infrastructure is one of the main service delivery and development channels (Bardhan & Mookherjee 2006, p. 101). Government delivers service through departments, ministries, and agencies.
