Overview
Public agencies have until recently not been engaging in succession planning. Succession planning is the process by which an organization plans for and replaces outgoing managers, executives and selected chief employees. Such employees initially held vital positions affecting the success of the organization, and preparing for succession is critical to the success of an organization in its present and future plans. The process of succession planning includes carrying out preparations of how the organization will select and recruit successors, the most effective way to handle changes between executives and how to build upon its successors (Todnem & Macleod, 2009).
