Abstract
Juvenile delinquency in the United States is steadily increasing at an alarming rate. The age pool of offenders keeps on decreasing even for violent crimes such as homicide and rape. It is unclear on how the society deteriorated in successive decades since the 1970s crack cocaine epidemic. Street gangs took over droves of students into their establishments while promising acceptance. The programs that came to the aid of the criminal justice system were two pronged.
